"The Manager" is the alias of the man who worked as Logistics Manager for Black Tusk and Sokolov Concern. He's an ally of Bardon Schaeffer, and was supposed to be extracted after The Division apprehended the former BTSU officer, but certain circumstances forced the Manager to maintain his cover.

He's the Prime Target for the Crossroads Manhunt Climax Mission; Potomac Event Center: The Manager.

Since his rescue, The Manager is an ally to the Division, as he debriefed with their coordinator, Manny Ortega, and shared what he knows about Natalya Sokolova's logistical operations.

NOTICE: This was The Manager's dossier after completing all the Scouts when Y7S1, Crossroads, was active.

One of Schaeffer's old allies, The Manager, oversees the Black Tusk's supply chain and losing him would mean a major disruption to their operations across Washington, D.C. Find him and extract him from the Black Tusk supply depo.

History[]

Not much is known about "The Manager" and his past history prior to the Green Poison crisis, including his actual name (yet...). As expressed in his last will and testament, he has no family, possibly died to the virus, or he grew up in foster homes. And that his apartment and his possessions were all burned down to the ground, possibly due to the riots during the crisis, leaving his cat as the only thing he has left in this world.

Nevertheless, ⁣due to his years of experience in management prior to the Dollar Flu, he was hired to work as Logistics Manager for Natalya Sokolova's Company, Sokolov Concern. And later on, Black Tusk. Though, at some point, he had second thoughts about working with Black Tusk and Natalya's true intentions, which led him to ally with Bardon Schaeffer, as he was secretly working with Keener and his Rogues to warn the Division and were setting up a plan to get him out.

"The Manager" was to be extracted after the Division apprehended Schaeffer at Coney Island. Unfortunately, Natalya's mole, Doctor Joshua Summers, put Schaeffer in a coma, forcing the Manager to maintain his cover on his own for the next two months.

He made an acquaintance with BTSU Operative, Keiko Nakama, though their friendship was one-sided since Nakama found him annoying and insufferable, even threatening to kill his cat "Fluffy Kitty Kiss Kiss" a few times. Still, he liked Nakama well enough, that he selected her to be the caretaker of "Fluffy" in his will, as he began to fear for his life, worrying that his cover as a Division asset would be blown.

Finding the Manager[]

After Schaeffer woke up from his coma and got debriefed with Manny Ortega, he explained on who's "The Manager" as the Division never learned about him in the first place, and explained that securing him would deal a serious blow to Black Tusk's supply chain, with his location being possibly in the Potomac Event Center due to the supply drops happening there. However, because Manny was wearing his comms, Black Tusk became aware of the Division's intentions, so Schaeffer urged him to send the agents to rescue the Manager before Natalya has him killed.

Securing the Manager[]

While Division agents got busy tearing through Black Tusk defenses, Keiko Nakama kept "The Manager" out of harm's way, forcing him to stay inside when the extraction helo got shot down by a SAM site commandeered by the agents. She kept him in the panic room within the Concert Hall, forcing the Agents to confront her before securing him.

Eventually, Nakama was eliminated, allowing the agents to secure the Manager. While he panicked at first at their sight, he soon realized that they came to rescue him on Schaeffer's behalf, and gladly joined in, taking his cat "Fluffy Kitty Kiss Kiss" who was kept in his backpack to be secured with extraction via the JTF.

And with the Manager leaving Black Tusk, they'll have trouble maintaining their supply chain for a while. However, there's still work to be done, especially in learning more about the Manager prior to his defection and his time working at Sokolov Concern and Black Tusk.

The Pact[]

After he was secured and extracted to the White House, The Manager got acquainted with Manny Ortega for a debriefing, where he shared what he knows about Natalya Sokolova and her plans. Furthermore, while on their mission to disrupt the pact, Division agents recovered a number of comms detailing the Manager's history with Bardon Schaeffer prior to his rescue, in addition to his dealings with Sokolova, and other people of interest like Calvin McManus.

Debrief[]

In this interview with Manny Ortega, ⁣The Manager shared what he knew of Sokolov Concern's production capacity. Suffice it to say, Mr. Manager said it was down across the board, and Natalya Sokolova had been trying to get it back up. But, due to the loss of personnel and facilities, and supply chain disruptions, he and his colleagues on weren't working under ideal conditions, yet even managed to exceed expectations in spite of that.

The Manager then explained to Manny that Sokolova is planning for something big, almost like she's ready to outfit a whole other battalion. Manny commented that never heard of a recruitment drive from Black Tusk, in which Mr. Manager answered there isn't one, which led to Manny wondering what Nat is doing with all the production that's being given to her. Recruitment[]

The Manager got a visit from Bardon Schaeffer, as the BTSU Operative figured he looked troubled after their morning briefing. Mr. Manager was initially nervous, as Schaeffer asked him if he was wondering he's really on the side of angels, as he deflected the subject, saying that he's still committed to the work.

Schaeffer assured the Manager that he was asking a legitimate question, not putting him through a loyalty test, and admitted that until recently, he would've believed that he was working for the "angels". Mr. Manager was then given a recording, and was told by Schaeffer to listen to in private, at his own time, then pay a visit and give him an answer, to be recruited as a double agent.

The Manager then asked what if his answer was a yes, and Schaeffer told him that their conversation will be interesting, either way. (Manhunt: The Pact - Comm#7 - Recruitment)

Reunion[]

After spending some time in the White House Base of Operations, The Manager ran into Bardon Schaeffer, referring to him as Colonel, though the former BTSU officer preferred to just call him Schaeffer. He asked about his wellbeing, in which Schaeffer told him he was in a coma. Likewise, Mr. Manager had been dealing with a lot since they haven't talked to each other for 2 months, as he has been doing 7 different jobs for Natalya, being locked up in the Potomac Event Center, then later spending 8 hours a day debriefing Manny over Sokolova's logistical operations.

The Manager commented that he and Schaeffer were working for the angels now that they're allied with the Division, though Schaeffer only expressed hope it works out, as he had some doubts. (Manhunt: The Pact - Comm#8 - Reunion)

Hyenas[]

The Manager learned of Black Tusk supplying shipments of RC Car Bombs to Washington, D.C, so he expressed his concern to Bardon Schaeffer. Schaeffer explained that a legion of drones would raise suspicions, and Black Tusk wasn't ready to make their move on the capital, so they needed eyes on the ground by proxy to understand the situation they were up against.

Mr. Manager was well aware of how proxy wars work, he just doesn't like when people are being used, especially kids, as target practice. Schaeffer assured him no kids are involved, and the Manager was confused on who's being given those explosive devices. Schaeffer explained they're being given to local street gangs, makes it a more believable cover story, since the civilians living in DC would think the Hyenas rigged RC Car Bombs with whatever was left behind in the chaos that ravaged the city. Networks[]

After the events in Camp White Oak, The Manager was informed by his boss, Natalya Sokolova, that radios were longer to be used for communication, opting for landlines instead. When he expressed concern over potential wiretaps, she informed him that she had a former NSA analyst ready to prevent that from happening, including ISAC, from intercepting the landline communications.

When the Manager mentioned the rumors of Claire Ortiz built a backdoor from SHD to DIAMOND being true, Sokolova informed her that it's less of a backdoor and more like the same door. Metaphorically, she asked Claire for a bunker, but the Ortiz Robotics co-founder sold her the same studio apartment she sold to Calvin McManus. He asked her if Cal knew, Sokolova only replied that for his sake, he was better off not knowing what Claire was up to.

Mr. Manager then expressed his thoughts about the interconnectedness between SHD and DIAMOND, in that everything Black Tusk knows, Division would know, and vice versa. Then, he concluded by saying that sooner or later, Division would know if Cal knew of the Network being interconnected. Worried that he overstepped, the Manager apologized to his boss, though Sokolova assuaged his worries, since he was making a good point, and she saw it fit to see if the analyst won't mind using some of her old skillsets against this issue. Resources[]

The Manager was asked by Natalya Sokolova for a sitrep, which confused him at first, then corrected herself as she was asking for an update on the current state of Black Tusk/Sokolov Concern supply lines. He informed her that they're down to 15% capacity, and when asked about the new recruits, he tells her that some of them have either defected, died, or refused to work while the rest are trying to keep it all together, hence the capacity being at 15% instead of zero.

Sokolova then asked him if the labor can be replaced with AI and drones, which Mr. Manager answered that's not possible unless more Warhounds were requisitioned. So, she tells him to up the production, and he'll have as more Warhounds as he needs. When he told his boss that Black Tusk manufacturing is currently not part of his mandate, she promoted him to work on the organization's logistics. (Manhunt: The Pact - Comm#14 - Resources)

Bug Reports[]

The Manager got a visit from DHS Secretary, Calvin McManus, who called him by his title. He insisted on not calling him that, but when Cal asked about his real name, he relenetd and decided 'The Manager' was more than fine. Nevertheless, Cal visited him, as he had trouble with the surplus of Warhounds that Sokolova sent him, mainly they were talking on two legs and often falling down the stairs.

The Manager explained it's legacy code from bipedal movement experiments that was done early last year (early 2020, in-game wise), and mentioned there was a note in the patent. (Manhunt: The Pact - Comm#11 - Bug Reports)

Production[]

The Manager was in discussion with Sokolova regarding the state of Sokolova Concern, where he informed her there's stability in routine, then asked how long the Outbreak will last. His boss answered him there was no way to know, and the best thing they could do is keeping their people safe and taken care of.

The Manager agreed, and informed Sokolova that he had the company move from their regular five-shift schedules to twelve-hour day shifts. When Sokolova asked his reasoning for this change, the Manager explained it was for morale. And since every Sokolov Concern employee were living in work campus, they could have meals together and get more regular sleep schedules. Not to mention, better overall health for the employees.

Aware of her subordinate's pro-activity, Sokolova tells the Manager that she expects him to have the production back to full strength by the end of the week. (Manhunt: The Pact - Comm#13 - Production)

True Sons[]

The Manager was present when Sokolova presented the Sokolov Concern wing of her operation to General Peter Anderson, who found it impressive. He thanked his boss when she complimented her company for their contribution to the operation, given his involvement. Right after, the Manager was in personal conversation with General Anderson, where he was asked if he personally made the helmet that Bardon Schaeffer used in that fateful day in Coney Island. He did not, but he did maintain that Sokolov Concern did manufacture it.

As such, Anderson requested him to have something similarly made, citing that Schaeffer suffered a shot to the head that put him in TBI (Traumatic Brain Injury), and he'd like to have the same insurance policy. (Manhunt: The Pact - Comm#5 - True Sons)

Party Planning[]

The Manager was with Manny Ortega, where they discussed the logistics of Natalya Sokolova's operations. He explained that she had him personally review dossiers of people with background in protection detail like bodyguards, private security, or secret service,

However, Manny thought she was securing a venue given the numbers that Mr. Manager mentioned off-screen. The Manager agreed, as given the rumors of something big happening that involved Sokolova, but she kept it very close to her chest. Thankfully, Manny was aware of reports of Black Tusk soldiers rolling in to smaller civilian settlements for shake-downs, though they were specifically after fresh food and luxury food like eggs, meat, and caviar.

As they looked over the locations of those smaller settlements, they'd find out that Sokolova is holding a Summit at Tidal Basin with the other faction, to cement the Pact with Black Tusk. With that in mind, The Manager asked what's next, which Manny tells him they'll interrupt it. (Manhunt: The Pact - Comm#6 - Party Planning)

Additional Dealings[]

While the Division was busy dealing with the True Sons' mutiny, further intel they recovered revealed more of The Manager's dealings with Calvin McManus.

Deliveries[]

The Manager was visited by Calvin McManus, who was inquiring over the delivery status of Sokolov Concern gear that were supposed to be sent to his operatives in the field prior to the outbreak. He confirmed that the shipment is ready and waiting, and suggested to Cal to sign the authorization form to allow Sokolov Concern drivers to enter the quarantine area.

He didn't buy to Cal's promise, as the Manager insisted to him to have the authorization form signed for JTF and CERA. (Manhunt: The Pact - Comm#1 - Deliveries)

Rogues[]

The Manager was with Bardon Schaeffer when they were discussing the Rogues in Lower Manhattan and an operation that was conducted by Calvin McManus and Natalya Sokolova against them. He felt it was a lot of effort to put down five wayward agents, then mentioned Sokolova's investment about that whole thing, which surprised Schaeffer as he

The Manager corrected him, saying Nat's investment is due to her hate of Keener. Schaeffer found it understandable as the First Rogue is pretty hate-able, though the Manager corrected again, saying that Nat's grudge is prior to the outbreak and had nothing to do with Keener's actions since the quarantine (Manhunt: The Pact - Comm#19 - Rogues)

Rikers[]

The Manager was inquired by McManus over the shipment delivery to the Outcasts, which he confirmed they've been delivered and accounted for on his own end, but he couldn't guarantee if the Outcasts didn't decide to take a delivery fee.

Subsequently, he was inquired by Cal over the turrets being sent to Brooklyn Heights, which the Manager confirmed he had sent them, but he couldn't control what would happen to the delivery once it left the factory.

When McManus asked how long will it take to send backup turrets in case things go missing, in which the Manager answered that depends if Sokolov Concern has the base materials and components, and the assembly only takes a day or two. But if they needed to manufacture parts, then raw materials for those parts must be found, and that's not something the Manager was able to assess. (Manhunt: The Pact - Comm#12 - Rikers)

Cleaners[]

The Manager was inquired by the DHS Secretary over the delivery status of a shipment that was supposed to arrive to the Army Terminal, which he answered he wasn't able to get that delivery without an air-lift. When asked over the vessel's size, he answered a mid-sized military transpo could do the trick, but Cal didn't have access to that kind of transpo, and even if he did, it'd raise questions about resources he wasn't ready to answer, as he subsequently asked if Nat's helos could be used.

The Manager confirmed to Cal that he could, but warned him it'd raise more questions of his alliance than he's ready to answer. As he was asked by McManus for suggestions, the Manager told him to either get a CERA transport or be patient, and Cal chose the latter. (Manhunt: The Pact - Comm#2 - Cleaners)

  • As established in Manhunt: The Pact comm, Bug Reports, The Manager does have a name, when Calvin McManus asked him of it. However, he hesitated to answer and preferred being called as 'The Manager'. Why he doesn't use his actual name, is anyone's guess.
