“ I am the Council! - Bichon as he confronts Division agents”
Bichon was a Hyena member who wore the Black Tusk's Tank armor spray-painted with Hyena colors and participated in the attack on Space Administration HQ to capture Rogue agent Theo Parnell. He's the final boss of Space Administration HQ: Theo Parnell.

While not much is known about Bichon, it is clear that he had aspirations to become a member of the Hyena Council, which needed to be rebuilt after a dozen members were killed. While Black Tusk did stop supplying the Hyenas during the events in Price of Power, the organization decided to recommit on supplying the faction in their war against the Division. A B.T.S.U. Operative, Marty "Sparrow" Kincaid, supervised the attack by promising Bichon a place in the rebuilt Hyena council in exchange that he and the Hyenas find and capture Theo Parnell, who was held up in Space Administration HQ.
However, Division agents intercepted Parnell's location and fought through multiple Hyenas in the building to rescue him and sent him to extraction by helicopter piloted. Bichon was frustrated at letting Parnell get away, but was still desperate to prove himself by scavenging any useful tech in the RnD lab. To slow down Black Tusk's attempt in fully rebuilding the Hyena Council, SHD agents were given the go-ahead to eliminate Bichon. Fighting through the lower floors, Bichon confronted the agents, declaring himself "I am the Council!". His self-repair system made him immune from SHD Tech and conventional firearms. But the agents, per ANNA's instruction, activated three terminals which overloaded the satellite module with an EMP jammer, completely disrupting Bichon's self-repair system in his armor. Despite his tough armor and backpack, they'd eventually break down from continuous damage, then eventually be killed by the agents. In his final moments, Bichon cursed the agents, for denying him his victory and a seat in the council.
Abilities[]
Bichon was a unique Hyenas Tank wearing B.T.S.U. Armor with a backpack-mounted Armor Self-Repair Unit. In the conventional difficulties, Bichon is armed with a Minigun, while in Master Difficulty, he is armed with an M32A1 Grenade Launcher equipped with DC-62 and Impact projectiles instead.
