Burden of Truth is the third and final season for Year 6 for Tom Clancy's The Division 2. It ran from Februry 25, 2025 up to May 26, 2025.
The story centered around Division agents following a trail of intel drops left behind by their comrade, Agent Alani Kelso, across DC where they'd discover the full extent of Faye Lau's mission, which leads to them discover of Schaeffer's role as 'The Key'.
Overview[]
Agents are now tasked to track Kelso’s whereabouts in D.C., to locate her and bring her in. She is leaving a trail for us to follow, paved with intel and reveals about Lau’s recruitment and the Cassandra mission. We know Schaeffer is the key, but the key to what?
Manhunt Storyline[]
Spoilers ahead, read with caution.
After Aaron Keener and Theo Parnell were located and secured within the White House, there's still the matter of finding Alani Kelso. Of course, given everything that's happened since, she isn't gonna just walk to the White House. So, Manny Ortega coordinates with Division agents to follow Kelso's trail and find her, with express orders to not kill her as she still owed them some explanations.
And so, Division agents started their first trail to recover intel across East Mall. After that was accomplished, they intercepted a comm between Bridgette Douglas and Keener, where they discuss Faye Lau after the former's meeting with her. Douglas was reluctant to share the truth, worried that Faye might walk out. Keener, on the other hand, encouraged Douglas to be honest, expressing that no relationship that's built on lies survives. The discussion turned to a conversation about Keener envying the human connection after he saw the Morretis and Theo's relationship with Maral McCarthy, which relates to his crush on Mackenzie Meret.
The second clue took Division agents to Southwest, where they found the intel drop after completing a few objectives. They then intercepted a comm between Douglas and Keener, where it first showed a partial conversation between Douglas and Lau during their meeting. Keener admits to Douglas that she was not what Lau expected, being that her attraction to women. Douglas proudly admits being a secret member of the "lesbian mafia" since 1993, though she also admits that it wasn't good for her father's business, which Keener disliked.
When asked about his opinion of Faye Lau, Keener thought that she's dangerous for Douglas, where she retorted that she wouldn't betray them. Keener agreed, and suggested to Douglas that she and Lau do not sleep together. Douglas argued that would blow her cover, and commented that being in the Black Tusk is like living in the Olympic Village, where beautiful people in peak condition often sleep together cause there's nothing to do between fights.
Keener conceded, telling Douglas to do what she has to do, and recommends her to stay focused.
The third clue was in Downtown East, where Division agents got the intel drop after completing the objectives. They intercepted a comm where Keener and Douglas discussed recruiting Faye Lau for her upcoming mission to kill President Andrew Ellis. Douglas understood if Lau refused to take the mission, and wouldn't be disappointed. Keener, on the other hand, argued that what they're asking her to do is less than extreme than what Lau had already done (infiiltrating the Black Tusk and being marked Rogue). Douglas mentioned it'll involve a lot of roleplaying and an uncomfortable outfit, with Keener commenting that's nothing Lau hadn't already done before. Then, Douglas mentioned that Lau needs to talk to Ellis, be respectful to him, and make him feel like the most important person in the world.
Keener admitted that it'll be a challenge, as President Ellis is an idiot, which Douglas agreed on. However, Keener mantained that Ellis is still the President and until he resigns, names his successor, or dies, he's the only one with access to "The Ark Protocol". Douglas preferred calling "the football", as she thinks clandestine naming stuff is hard to follow and kind of annoying.
During her debriefing for the third clue, ANNA apologized to the agents, mentioning Kelso had deleted the rest of the recording from the third intel drop, as she thought it was redundant.
The fourth clue was found in Federal Triangle, and Division agents got the intel after a complete a set of objectives. They then intercepted a comm between Keener and Douglas, where the latter confirmed to the former that Faye Lau is committed to her mission to kill President Andrew Ellis, to Keener's surprise, though that wasn't surprising since Lau agreed to play politics, and refuses to call Ellis as POTUS. Moreover, Lau will go through Natalya Sokolova's tests to join the rebuilt BTSU, and antagonise Bardon Schaeffer for Nat's pleasure
Keener was puzzled by that last part, since he knew Schaeffer was very loyal to Nat. But Douglas mentions that after Schaeffer was removed from Ellis' security detail, Nat has to fix the problem he created. And in her mind, that made him her sworn enemy. Douglas goes through each of Nat's flaws as possible; She does not tolerate questioning her or breaking her systems systems. Efficiency at all costs. Acceptable loss is personnel. And when it comes to her systems, they are infallible and must never be questioned.
Keener commented to Douglas that she makes Nat sound like a psychopath, and Douglas was wondering if Nat is a narcissist or undiagnosed autistic, but doesn't really know. Either way, Douglas vents further, mentioning that Nat can't accept she's ever done anything wrong, especially when she grew up with no one telling her no, which turned her into a privileged asshole as an adult. Give that privileged asshole unlimited resources and a private army, and it's an accurate parallel of the current situation.
Amusingly enough, in the debriefing for the fourth clue, ANNA commented that it's unethical for someone who's not a psychiatrist to diagnose mental illness, and said that being an asshole is not a mental issue. Therefore, she updated her file on Natalya Sokolova, with the trait being privileged asshole.
The fifth clue was located in Constitution Hall, and the agents got the intel there after completing some objectives. They intercepted a comm between Bardon Schaeffer and Douglas, where the latter tries to convince the former not to go through with his mission. Even with Douglas expressing concern that Black Tusk would kill him, Schaeffer believed that's only if they find out and suggested her to not tell em, then grimly remarked that everyone dies eventually when Douglas also expressed that this may be the last day of their lives, they might as well do so with a clean conscience.
Although Douglas expressed how unfair the predicament she, Schaeffer, and Faye Lau were in, Schaeffer argued that it's the quality of time that mattters and encourages Douglas to spend as much time as possible with Lau, as it may be their last time together. Just then, Douglas finds out her Smart Watch turned red, which Schaeffer concluded that ISAC thinks she's off-mission. Therefore, he encouraged her to leave him for his mission and go see Faye, which Douglas agreed on.
Interestingly, during the debriefing for the fifth clue, ANNA apologized to the agents, mentioning that Douglas disabled her watch and ended the recording.
More work needed be to done, so the agents went to Judiciary Square for the sixth clue, then located the intel drop after completing some objectives. They intercept a comm where Douglas informs to Keener and Schaeffer that Faye Lau have gained access to President Ellis, as he liked her enough to be in his security detail. While Keener was glad his plan was working, there was the concern of whether Ellis gives Lau the key to The Ark. If that doesn't happen and Ellis is dead, the key would then be given to the Secretary of Agriculture, who was working at a CERA base in Arkansas.
Schaeffer, on the other hand, is concerned that Nat would kill the Secretray, so Cal gets the Key. Though Douglas comments it'd be easier for Nat to pretend being the hero if she doesn't indiscriminetaly kill politicians to install her puppet, and arguing that while one "suicide" could be ignored, seventeen untimely deaths is a pattern that Nat would not be able to explain away.
Unfortunately, ANNA informs the agents in the debriefing that the Secretary of Agriculture died last month (late September or early October), due to Anaphylaxis. Allergic reacton to sesame oil. So, assuming the subseqeuent lines of succession are dead, Calvin McManus would have the key to The Ark.
The 7th clue was located in the West End area, and Division agents recovered an intel drop after completing their objectives there. The comm they intercepted involve Douglas and Schaeffer, where the latter is puzzled over the friendship that the former has with Aaron Keener, given his reputation. Douglas herself explained they've been best friends and always will be. When asked by Schaeffer if she hooked up with Vanguard, Douglas was very grossed out and emphasized that she and Keener are friends, nothing more.
Federal Triangle was host once more for the 8th clue, where the agents recovered the intel drop after completing their objectives. The comm they recoverd involve Douglas and Schaeffer talking with ANNA, where the AI admits her praises for "Glasses" are mostly true, and considers "Vanguard" as the most handsome man who have ever lived since he knows how to make her feel good despite not knowing how to program her. Schaeffer noticed the vocal similarities between ANNA and Douglas, and asked the latter if she voiced ANNA. Douglas rejects that, and mentions Claire Ortiz as the one who built ANNA. Of course, Schaeffer wasn't aware of who Claire is, as he was a little too busy to read the briefs that Douglas gave him. In that case, Douglas reveals that Theo didn't programm ANNA, he set her free. Claire Ortiz is ANNA's creator, and if they want this conflict to end, they need Claire.
However, in the debriefing, ANNA commented that her vocal similarities to Claire Ortiz are not completely and factually accurate. While she admits that Claire did build her and provided the vocal reference for her inflection training program, they are not the same as ANNA evolved beyond Claire's original programming.
Once again, Constitution Hall was host for the 9th clue, where agents recovered the intel drop after completing some objectives. The comm they recovered involve Douglas and Schaeffer discussing about Natalya Sokolova's asset in DC, as Douglas was mostly worried over the potential that Nat has more than one asset. When asked by Schaeffer about her father, Douglas commented that it's possible given that Charles knows Nat pretty well. And not only that, Nat had inserted herself to many circles in DC, and Douglas theorized the mole could be anyone. A Kenly College student who took a summer internship at Sokolov Concern, one of Cal's Hunters, or even an actor that Nat had hired.
Schaeffer was amused, mentioning it'd pretty funny that the future of the free world depended on an actor.
That being said, in the debriefing, ANNA mentioned to the agents on how they managed to unmask the Recruiter, so that was at least one of Nat's assets that's out of the picture.
Given that Kelso didn't want to put her fellow Division agents to a wild goose chase, she asks them to go to Constitution Hall for the 10th clue, where the agents recovered the intel drop after completing their objectives. The comm recovered had Douglas and Schaeffer discussing about the Castle settlement where the latter was aware of the former's jealousy rowards the settlement, which she denied at first. Still, Douglas admitted that she's jealous of the work that Lauren Fong and Amanda Weekes were doing there was making a difference, while all she's doing is clandestine murder sprees. Douglas wasn't amused by Schaeffer's teasing, but relented when she felt hungry and wanted to eat a fish taco.
However, during the debriefing, ANNA was confused regarding Kelso's decision in deleting the rest of the recording, as it was only an hour of Faye and Bridgette "eating tacos".
The final stretch of clues were located in Judiciary Square, so Division agents went ahead and completed their objectives, recovering the intel drop in the process. In that intel involves Aaron Keener and Bridgette Douglas in their discussion about the Hunters, and if Douglas knew Brian Johnson as a Hunter. Douglas admits she didn't, as there were other Hunters she met, like David, Joe, and Dicky with her making a joke about Dicky. Keener muses that he and Douglas had very different lives before the current events they're embroiled in. He also mused that Douglas would've never met Faye, admitting he likes seeing the two women as a couple, and questions if it's wrong that he's glad that Amherst blew up the world. Douglas admits that it's wrong of Keener to think that away, though she's aware that he's trying to be a sweet friend.
Of course, there was the bitter pill over the fact that the Division got Schaeffer in custody and is in a coma, and the agents are coming for Viper and Faye next. Douglas was almost on the verge of tears, and wishes that they had more time. Keener reminded her the importance of quality time, which she agreed. By the end, Douglas had to take her leave and see Faye one last time.
With the clues coming together, it pinned Kelso's location on Roosevelt Island. Manny Ortega and the agents didn't know if they'll find Kelso or simply more clues. Either way, the agents make their way to the Island, where they learn that Kelso left behind Faye Lau's Mobile SHD Server for them to recover. And evidently, True Sons were sent to the island to secure the server as well, with the brothers Colonel Bill Gadwall and Lieutenant Ducky Gadwall in charge of the op. Natalya Sokolova was also heard, as she was trying to see if General Anderson's troops can succeed their mission.
Regardless, the agents fought their way across the island. During their trek, they found Faye Lau's laptop, which puzzled Manny as it was supposed to be on the White House's basement. Still, after recovering it the agents play up an ECHO, which was corrupted. Therefore, they went further across the island to find more clues. On the way, they fought and eliminated Colonel Bill Gadwall as well as his troops. Afterwards, the agents find another clue: Ellis' Smart Watch. Playing another corrupted ECHO, it showed Faye and President Ellis talking, which surprised Manny.
With his brother's death, Ducky pushed aside the True Sons' mission and was hellbent on eliminating the Division, which included firing mortars at danger close. General Anderson ordered him to stand down, but Ducky was hellbent on his revenge. And in spite of his best efforts, Ducky was off the board. Unimpressed, Nat called off the operation, expressing her disappointment to Anderson.
With that out of the way, the agents recover Lau's Mobile SHD Server. They play the ECHO they recovered, which revealed that President Ellis helped Lau by giving her his security clearance for The Ark Protocol, to prevent Nat accessing it. With the mission done, the agents popped a flare to extract the server to Pilot Fernanda Torres, but suddenly hear a gunshot on Manny's end.
As revealed in the finale cutscene, Agent Kelso infiltrated to the White House's medbay, where she killed Doctor Joshua Summers (who was a mole working for Natalya) and injected an adrenaline stim on Bardon Schaeffer to wake him up. Manny intercepts Kelso, as he was shocked by her killing the doctor, though he put that aside when he sees Schaeffer awake. Schaeffer was delirious for a moment, wanting to talk to Faye and warn the Division. However, it's been two months since he was out, so Manny and Kelso help him on his feet.
---
During the Division's assault against the True Sons on Roosevelt Island, they recovered three comms. Those comms go over with Bridgette Douglas's history with Natalya Sokolova and Mackenzie Meret as well as Bardon Schaeffer's role in the coming conflict.
The first comm involves Douglas sharing her frustrations about Mackenzie Meret with Aaron Keener, mentioning Mack's negative behavior towards her friends and herself. When the discussion changes to Sokolova, Douglas says she's the saddest person she's ever met. And in spite of looking perfect, it's all a facade for Nat. When it comes to fulfilling people's dreams, Nat does that through ISAC's database; scanning a person's face, have the algorithim search every intel on a person's hopes and dreams, then it pops up
The second comm involves Douglas talking to Schaeffer about her personal history with Mackenzie Meret, being that losing her parents at a young age, hating her time at a boarding school, and wanting nothing to do with her family's inheritance had informed her attitude. As Douglas puts it, Mackenzie is the billionaire version of a person who knows they will never happy, so they do everything in their power to never be happy. Moreover, she was hellbent on not having kids as she didn't want to feed the war machine and have that passed on to them.
In fact, Mack launching her fashion line was a joke attempt to try to give away her blood money. But that didn't happen, as the Meret fashion line did take off and the blood money multiplied. As Douglas puts it more simply, Mackenzie Meret is a sad rich spinster who's trying to make up for generations of exploitation, which wasn't possible. So, she spends her time getting drunk and growing tomatoes. And on occasion, making titanium bracelets for her friends with inappropriate inscriptions.
The third comm involves Keener and Schaeffer, where it reveals the latter as the key to unlock Nat's secret bunkers. Despite apprehension from Schaeffer, Keener knows that Nat sees the former BTSU commander as her favorite among her inner circle, and he has the security clearance needed to enter the bunker and upload Theo's program.
At any rate, with Schaeffer awoken from his coma and these revelations uncovered, the Division has the means to hit Black Tusk where it hurts them the most. But there's still unknowns on whether the remnants of the U.S government are partnered with the PMC. The Cabal and how far their influence goes. And most importantly, if the Division would be able to complete Faye's mission.
Descent Storyline[]
The Descent comms storyline continues from where Shades of Red left off, where the 90th intel drop the agents had recovered in the simulation involved Bardon Schaeffer.
In that comm, Bridgette Douglas reported to Aaron Keener that Schaeffer is alive, but in a coma, and is under medical care in the White House after his tussle with the Division in Coney Island. This surprised Keener as he expected Schaeffer to die, even claimed he'd be shocked if he survives more than a week in his coma. Nevertheless, he was curious if Schaeffer sent Faye's message to the agents.
Unfortunately, Douglas confirmed that Schaeffer didn't manage to send Faye's message. And with the former BTSU commander in a coma, she was set to be the Division's next target
Modifiers[]
Global Modifier[]
Rogue Momentum is all about skill, bending the rules, and using dirty tactics to dominate in high-risk, high-reward combat. The more enemies a player eliminate, the more Momentum they build---but keeping it is just as crucial as gaining it.
Momentum builds up through combat actions, with different kills granting different amounts. Standard enemies give a small boost, while headshots, skill-based eliminations, multi-kills, and explosive takedowns provide even bigger gains.
Elite targets offer even greater Momentum, making them high-priority threats. As players take down enemies, their Momentum Meter fills, pushing them through different Tiers---each unlocking powerful combat bonuses.
Momentum Tier & Bonuses[]
Higher tiers mean faster movement, better reload speed, increased weapon and skill damage, and even faster rate of fire. At the top tier, you gain Skill Overcharge, letting players use abilities more often.
| Tier 1
"Calculated" |
Tier 2
"Swift" |
Tier 3
"Ruthless" |
Tier 4
"Savage" |
"Unstoppable" | |
|---|---|---|---|---|---|
| Weapon Damage | +5% | +10% | +15% | +20% | +20% |
| Skill Damage | +5% | +10% | +15% | +20% | +20% |
| Movement Speed | +10% | +15% | +20% | +20% | |
| Reload Speed | +5% | +10% | +15% | +20% | |
| Rate of Fire | +15% | +20% | +25% | ||
| Skill Overcharge | Yes |
However, Momentum doesn't stack. Players only benefit from the tier you're currently at, and if a player lose Momentum, they drop to a lower tier
Momentum Decay[]
Momentum slowly fades over time, both in and out of combat. Taking damage also slows down how quickly a player can earn more Momentum.
To slow down decay, stay active! Sprinting for at least 2 seconds slows the decay rate, and using Pulse stops it entirely for 5 seconds.
Blacklisted Enemies[]
Keep an eye out for Blacklisted enemies — randomly marked foes with a slashed icon. Taking them down gives a huge Momentum boost:
- Standard Blacklisted Enemy → +7% Momentum
- Elite Blacklisted Enemy → +10% Momentum
As a bonus, eliminating a Blacklisted enemy grant Energized, a 15-second buff that increases weapon handling and critical hit chance by 10%.
But be careful — if a player don't take them out quickly, they can drain their Momentum fast, so make them top priority and eliminate them as soon as possible.
Active Modifiers[]
The active modifiers enhance the aggressive playstyle and high-stakes theme, where performing well grants powerful bonuses, while failure might even lead to reductions in Armor and health.
- Overdrive: Instantly maxes out Momentum to 100%, granting powerful combat bonuses for a limited time. After wearing off, Momentum is gained at a rate of -70% for 150 seconds.
- Vendetta: Activating Vendetta marks several enemies. Killing these enemies using primary, secondary, skill, or pistol grants stacking tank bonuses. Failure to eliminate them imposes armor and health reduction penalties.
- Tactical Supremacy: Doubles the effects of all equipped Passive Modifiers for a limited time. While active, Momentum gain from Passive Modifiers is frozen, but it also prevents Blacklisted enemies from draining the player's Momentum.
Passive Modifiers[]
Players can choose from 12 Passive Modifiers, divided into skill-specific and general modifiers. Up to 3 can be equipped at any time.
- Explosive Amp: Seeker Mine deals 100% more damage against Blacklisted enemies.
- Critical Recovery: Performing a critical hit restores 5% of your maximum armor.
- Critical Momentum: Critical hits have a 50% chance to grant 1% Momentum.
- Momentum Surge: Kills with skills double Momentum gain.
- Explosive Expertise: Explosive skill kills reduce the cooldown of that skill by 30% if you score a multi-kill.
- Reaper Scan: Enemies scanned with the Pulse have a 25% chance to receive a Blacklist Mark.
- Aggressive Drone: Increases the Striker Drone's damage by 50%, but reduces its duration by 40%.
- Fortified Shield: Strengthen any equipped Shield base health by 100%, allowing you to stay on the front lines longer.
- Reactive Reinforcement: Heals 5% of your maximum armor when your Shield takes damage (cooldown: 10 seconds).
- Overclocked Projector: The Decoy emits a bright flash when destroyed or deactivated, Blinding up to 2 enemies targeting it. Receive 5% bonus Momentum for every affected hostile.
- Microwave Coils: Up to 4 enemies affected by Pulse have a 50% chance to receive a Burn status effect. Receive 5% bonus Momentum for every affected hostile.
- Rigged Battery: Drones that are destroyed or dismantled applies Shock to 2 nearby enemies. Receive 5% bonus Momentum for every affected hostile.
Hostile Countermeasures[]
Enemies push back against Momentum with Frenzy:
- Enemy Frenzy: enemies gain rate of fire, movement speed, and armor/health regen.
- Enemy Frenzy Scaling: the number of enemies and the amount of Rage applied scales as players progress though the Season Chapters (aka Seasonal Journey).
