Cassandra Raines AKA The Voice is an antagonist in Tom Clancy's The Division: Compromised, the second novel of Operation Crossroads trilogy. She was the leader of environmental extremists known as the Reborn.

Events prior to Operation Crossroads[]

Not much is known about Cassandra Raines's life prior to the Green Poison outbreak except her profile pulled from ISAC, she was awarded the Doctorate of Atmospheric Science from Princeton University in 2003. She was married to Alexander Raines in 2005, though would become widowed when her husband died of an unspecified incident in 2010. She was an environmental activist, though her actions got her convicted of several crimes: criminal trespass, criminal damage to property, public disturbance, breaking and entering, terroristic threats, and aggravated assault.

Raines was also a huge fan of Mel Arnold's fictional and non-fictional works in green and sustainable living. She attempted to recruit them to her movement, but Mel declined the offer, wary about Raines and her actions.

At some point after the outbreak, Raines gathered up with other people who shared or followed her ideals, organizing a cult of environmental extremists called the Reborn, with their mission to disrupt oil production forever, seeing it as the cause of the ills that plagued the Earth and her ecosystem. As their leader, she christened herself as The Voice.

While Raines first established her faction in Louisiana, she and her people were forced to move further west due to the Hurricane that devastated several areas and found themselves in the state of Texas.

Months prior to the events of Compromised, Raines made a deal with Rogue Division Agents. The deal was simple: The Rogue agents distributed weapons and gear to the Reborn so they could attack the oil refineries and Freighter convoys in exchange for the Rogue agents to use the Freighters' trade network to distribute the Eclipse Virus across the country which they stockpiled on an old WW2 US Navy Battleship turned Museum called The Texas.

Since then, Raines and her Reborn have been causing trouble to the oil refineries across Texas, disrupting the fossil fuel needed for the Frieghters to run their supply convoys across the country, which had a mechanized paramilitary unit called the Molossi deployed there to deal with them. When a Division cell was sent to deal with the problem happening in the oil refineries in Texas, Raines assuaged the worries of her Reborn, assuring that the Division wouldn't care what they're doing and not to worry about it.

But sooner than later, Raines would know the price paid in making a deal with the devil.

Tom Clancy's The Division: Compromised[]

Cassandra Raines, The Voice, broadcasted a message that declared that the town of Grove will be attacked by The Reborn overnight. A Division cell led by Maira Kanhai and consisting of Leo Fourte, Cha Yeong-Ja, and Colin Harrison set up a perimeter on the town to defend it. However, they were overwhelmed by the sheer numbers of the Reborn and were forced to retreat via a fanboat while Fourte was captured by the Reborn when he learned earlier thet Raines's second-in-command, The Hand, is his brother Raffiel.

The Molossi, led by Colonel Marcus Georgio, fended off the attack and declared martial law. However, Georgio declared his intent to counterattack and take further territory, which would kill innocent people in the crossfire. After Kanhai, Yeong-Ja, and Harrison escaped imprisoment, they infilitated a Reborn camp where they learn that Raffiel was demoted for suggesting to Raines to make a truce with the people of Grove. They eventually rescued Leo and Raffiel from a prison carriage outside Laffayette, where they learned the Reborn were receiving weapon shipments from Division agents on Marsh Island, beyond the Vermilion Bay

Raines met with the Rogue Agents over there to discuss things. But, she got betrayed and shot down. Kanhai's cell including Raffiel were watching this from a distance, and killed one of the Rogues before they escaped by their helicopter. In her last moments, Raines apologized to Raffiel, realizing that her people were being used.

Indeed, Kanhai's cell later discovered that Keener's Rogues blackmailed Marcus Georgio with the life of his son, David, ordering the Molossi to take control of the Refineries in the Gulf Coast and used the Reborn as a threat to force the locals to accept the Molossi's protection.

Legacy[]

Though Cassandra Raines's leadership put the Reborn to a very violent path, her second-in-command, Raffiel Fourte, decided to put the faction to a better path by taking leadership. Kanhai's cell stopped Rogue Agents' from using an old WW2 battleship to distribute the Eclipse Virus, which inadvertently led to Maira's "death" and the capture of David Georgio.

From there, the Reborn and the Molossi negotiated a ceasefire, which prevented an all-out war along the Gulf Coast that could've killed many innocent people.
