City Hall is the introduction mission to Tom Clancy's The Division 2's  Warlords of New York expansion. After the introductory mission is completed, City Hall becomes a Control Point.

Description[]

City Hall was the JTF and Division's main foothold in Lower Manhattan, serving as the former base of operations in the area. However, by the time Agent Alani Kelso and the Player Agent arrive at City Hall, the base has been besieged by Rikers, with the defenses breached and the majority of personnel dead. After evacuating survivors to civilian settlement Haven, the D.C. agents fight their way to the basement to find out the cause of the swift attack. As the agent surveys the footage, it is soon revealed that the attack was concocted by the Rogue Agents, who sabotaged the base's defenses and planted explosives and an Eclipse payload on the central pillars of the structure. With City Hall overrun and doused with the Eclipse virus, the D.C. agents soon set off for Haven.

History[]

After the midtown Manhattan was secured through the efforts from the Division and Joint Task Force, they focused on establishing more territory further down, which included Lower Manhattan. City Hall was established as the main foothold for the JTF and the Division for their operations in the region.

However, what most JTF personnel and some Division agents didn't know is that City Hall also held a Hunter outpost inside the building, just further down, and it was filled with embedded Hunters and Calvin McManus' loyalisys, which came to the attention of Rogue Agent Aaron Keener and his Cell, including Theo Parnell. After establishing a secret alliance with Faye Lau, Keener's Cell made their move in attacking the Hunter outpost using the Eclipse Virus, hoping to kill as many Hunters there as possible and to make sure that Natalya Sokolova is aware of the threat that Keener was posing, allowing Lau the advantage to infiltrate the Black Tusk.

Eclipse Virus attack[]

Unfortunately, the Eclipse Virus spread far and wide, killing civilians and some JTF personnel in City Hall, forcing Faye Lau to send a distress call, which was answered by Agent Alani Kelso and her fellow D.C Agents as they secured the building and learned of who was involved in the attack.

Meanwhile, Lau had a secret call with Theo Parnell, who was outraged over the attack and the deaths of civilians caused by the virus. Parnell insisted that he and his fellow Rogues were only after the Hunters and the attack was necessary to make Natalya Sokolova pay attention and think of Keener's Cell as a threat worth her time. However, Lau still had doubts as she was considering pulling out from her Cassandra mission, though Parnell convinced her that the attack worked as Kelso and her crew were on their way, and made a promise that no more Eclipse will be used on civilians

Unfortuntaely, that promise was broken when Keener's cell used the bioweapon on Castle Clinton outpost. Whether Theo calls Lau and tries to talk her down again is unknown, but given the fact she committed to her mission and joined Black Tusk covertly, the chances of that were likely.

Re-taking the Hall[]

Due to the Eclipse attack from prior, the Rikers managed to take over City Hall, allowing them to have more territory in the Civic Center area. However, the Division would retake City Hall during their campaign of eliminating Keener and his Rogues, establishing a perimeter for the Peacekeepers.

Unfortunately, the extensive damage that City Hall suffered meant it can no longer be used by JTF or Division agents operating in Lower Manhattan as their main foothold, forcing them to make use of Paul Rhodes' settlement, Haven, as their base of operations.

Transcript:[]

The Agent and Kelso enter the area, hearing a distress call from Faye Lau as red smoke rises from the City Hall JTF base.

Agent Faye Lau: Calling all Agents, this is Faye Lau, requesting reinforcements at City Hall.

Agent Kelso: This is Kelso. We’re on the way.

The Agent and Kelso enter the park, seeing an unarmed and fatally wounded JTF operative fleeing from two Rikers.

Agent Kelso: Move! Get to cover!

JTF Operative: No! Please!

Riker 1: You’re not going anywhere!

The Riker fires into the JTF operative’s back, knocking him down. The second Riker shoots him in the head.

Riker 2: Stay down, asshole.

The Agent and Kelso kill the Rikers and keep going to City Hall.

Faye Lau: I extracted some of the survivors, but there are still people trapped inside the building. Be careful. We got hit with a bioweapon. Masks on at all times.

A number of Rikers are firing at the balcony, causing it’s collapse, while another Riker on a megaphone yells at the trapped Agents and JTF inside with a JTF hostage at his feet.

Riker 3: You can’t hide in there forever, Division! Your friends need you out here!

The megaphone wielding Riker shoots the hostage in the head when no Agents or JTF emerge.

Agent Kelso: Take out that hostile!

The Agents kill the Rikers in front of City Hall.

Faye Lau: Kelso, get inside and secure the wounded. I’ll send help as soon as I can.

Agent Kelso: Agent, we can climb in through the roof. Follow me!

The Agents enter the building, coming across at least three dead Agents and a dozen dead JTF.

ISAC: Unknown biological compound detected.

Agent Kelso: Fuck, this is bad. ISAC’s readings are off the charts. Sweep the building, and keep an eye out for survivors.

The Agent makes their way to the landing and hears gunshots coming from below.

Agent Kelso: We need to get down there. Come on!

The Agents make their way downstairs to find a wounded Agent and wounded JTF operative crouched next to the armoury stand. At least one dead Riker is slumped near them.

Agent Kelso: Lau, we’ve reached city hall. I’m with the survivors.

Faye Lau: The Haven settlement is sending medics. Make sure the area’s secure before they arrive.

Shouting and shooting is heard from below.

Agent Kelso: Shit, that’s gotta be Rikers coming in through the basement. Agent, cover us while I get these people out.

The Agent moves downstairs to find multiple Rikers, including throwers, looting the bodies.

Riker 4: Keep your mask on.

Riker 5: I can barely breathe in this thing!

Riker 4: Dragov said you want to live, keep your fucking mask on.

The Agent removes the Rikers and Lau contacts them over the radio.

Faye Lau: Agent, this is Lau. There’s a surveillance system in the basement. We have to find out who was responsible for this attack. See if you can recover the tapes.

The Agent recovers the tapes.

At 04:39 hours, Two Police JTF are on guard. A rogue Agent with a machete yanks his feet out from under him and off the ledge. The second guard aims but is taken by surprise by a a second Rogue Agent, who disarms him, knocks him senseless, and then breaks his neck. A third Rogue Agent then walks into view, controlling a drone.

ISAC: Running facial recognition analysis.

The Rogues enter the building and kill the two Army JTF protecting the door with a drone. They walk inside, and a fourth Rogue Agent is waiting.

ISAC: Analysis complete: James Dragov. Javier Kajika. Theo Parnell. Vivian Conley. Status: Rogue.

The female Rogue Agent sets a charge on a nearby pillar, before rejoining the others, who are waiting for someone.

The final Rogue comes into view: Aaron Keener.

ISAC: Analysis complete. Aaron Keener. Status: Rogue.

Keener nods at the Agents, and they walk off into the base.

Faye Lau: After Coney Island, we knew Keener was working on some type of virus, but I didn’t think he could weaponise it this fast. We should have prepared for this.

Agent Kelso: Lau, the medics have arrived. They’re extracting the survivors.

Faye Lau: Meet me at the Haven Settlement. I’ll send you the coordinates. We have a lot to talk about.

The Agent makes their way out of city hall, killing more Rikers in the subway station.

Agent Kelso: The survivors have been extracted. City hall is clear. Let’s meet up in the park, and go to Haven.

The Agent begins to make their way out.

Agent Kelso: We got incoming. I need you up here.

Kelso is under fire from four Rikers. The Agent kills them.

Agent Kelso: Nice to see you in one piece, Agent. Agent Lau sent us Haven’s coordinates. Let’s go.

The Agent and Kelso walk through what’s left of the lower Manhattan Dark Zone gate.

Agent Kelso: It’s strange being here, where it all started. I guess you build up a picture in your mind. You assume it had to be a perfect storm for everything to go so wrong, but the more you look at it, the more you realise, this could’ve happened anywhere. Amherst just chose New York.

The Agent and Kelso begin to move further in, but smoke and hazy figures wearing biohazard clothing begin to appear further up: the Cleaners.

Agent Kelso: Careful, Agent. Looks like there’s trouble up ahead. Get to cover.

The Cleaners notice someone’s watching them, and engage.

Agent Kelso: Aim for their fuel tanks. That should slow ‘em down.

The Agent and Kelso eliminate the Cleaners.

Agent Kelso: I heard some pretty messed up things about the Cleaners back in D.C. They seem to think the only way to save the city is to burn everything that could be contaminated. It’s hard to believe they were regular people before the outbreak.

Faye Lau: Get to Haven as soon as you can. Just don’t expect a warm welcome. The guy in charge, Paul Rhodes, isn’t happy to see me.

The Agent and Kelso walk up to Haven’s gate, but it’s closed, and two Peacekeepers aim their rifles at them.

Female Peacekeeper: Get back.

Agent Kelso: We’re here to speak with Rhodes.

Female Peacekeeper: You’re not welcome here. We’ve taken in enough Agents. It’s never ended well for us.

Kelso takes a step forward and the Peackeeper fires a warning round.

Female Peacekeeper: I said get back!

Male Peacekeeper: Let ‘em in. Rhodes wants to hear what they’ve got to say.

Female Peacekeeper: Fine.

The gate opens and the Division Agents walk inside. The Peacekeepers eye the Division Agents with emotions ranging from wariness to outright hostility.

Faye Lau: Welcome to Haven. This settlement was founded a few months back by some ex-JTF and civilian volunteers. They’re calling themselves the Peacekeepers. It’s the safest place in Lower Manhattan. They’ve got security, food, supplies, you name it. The fact that they’re still going and haven’t been run over by the Rikers or the Cleaners is pretty impressive. But they’re not very fond of the Division. Which is why we need to convince them to help us while we go after Keener. Come see me in Rhodes’ office. He’s not my biggest fan. Too much history there. Hopefully, we can convince him to let us stay.

Agent Kelso: You go ahead. I’ll check in on the survivors.

The Agent walks into Rhodes’ office, where a fierce argument is taking place.

Paul Rhodes: Fuck that! The Division had its chance.

Faye Lau: We need somewhere to regroup.

Paul Rhodes: Find somewhere else.

Faye Lau: How do you know Haven isn’t Keener’s next target?

Paul Rhodes: Are you kidding me? You’ll make us a target!

Faye Lau: We can keep you safe.

Paul Rhodes: of course. Just like Hell’s Kitchen?

Lau nearly pulls her pistol on Rhodes.

Paul Rhodes: I’m not falling for that shit again.

Roy Benitez: We’re fighting the same fight here.

Paul Rhodes: You know what? Our situation’s a fuck-ton better than it ever was back in midtown. These people feel safe.

Faye Lau: You’re right. The situation feels better for you now. But feeling safe, doesn’t mean you are safe.

Roy Benitez: it’s getting pretty rough out there, Paul. But it’s your decision.

Paul Rhodes: Do what you need to take care of Keener. Then I want you out. All of you.
