David "Prime" Maxwell is a named boss in Invaded Capitol Building. Prime and his Black Tusk unit were sent to the Capitol Building to either secure confidential federal info in the building or most probably setting up a place for an offensive against their enemies in D.C.
In any case, when the Division agents stormed the Capitol Building for the second time to stop Black Tusk's plans, Prime confronted them in the Capitol's Plaza. To no avail, the agents killed him and any Black Tusk soldiers that stood in their way.

In-game, "Prime" is a unique Black Tusk Thrower armed with an ACR, M32A1 Incendiary Grenade Launcher and BTSU Suicide Drones.

- Prime's death card quote implies he caused a friendly fire incident while on tour of duty in Iraq, causing him to be dishonorably discharged.
- The flavor text from Marksman Rifle: Barrel - The Scourge part in the Nemesis exotic quest suggests that Prime believed himself to be a warrior and that his war is eternal.
