Agent De la Cruz is a Strategic Homeland Division agent originally deployed in an unknown area near Washington, D.C. who was wounded in action by unknown hostiles. He was also among the only survivors of Aaron Keener's bioweapon attack on City Hall.
Agent De la Cruz was selected for possible SHD recruitment sometime before the Dollar Flu outbreak in Manhattan, N.Y.C. for being loyal, versatile, able, and fit and the mental fortitude to make the tough calls and having a "first responder" mindset. After being thoroughly vetted, Agent De la Cruz was approached by a Division recruiter and told of The Division and its mission. De la Cruz accepted the offer and continued to pre-testing. De la Cruz was put through standard SHD training, with "black belt only" classes at neighborhood martial arts studios, and also being put through firearms training and being instructed in how to use SHD Tech, taught by the SHD's top agents.
After nearly a full year of training, De la Cruz was accepted into the Division as a full field agent and given top-secret clearance. He continued with his normal life, aside from meetings and exercises with his cell, for an unknown amount of time, before eventually being activated. At an unknown point in time, he would meet up with Agent Sanders and The Sheriff, and the three of them would defend a JTF settlement for an unspecified amount of time, before one day, the settlement came under attack. Agent Sanders retrieved The Sheriff while De la Cruz defended the settlement from the hostiles. While the three agents defended the settlement, De la Cruz was wounded by an explosion, and after they cleared the area, The Sheriff pulled De la Cruz into the settlement's gates, where he was taken to receive medical care by JTF personnel. While De la Cruz was receiving medical attention, the Black Tusk began assaulting the settlement via a hovercraft on the waterfront. Agent Sanders and the JTF engaged the Black Tusk in a firefight, resulting in an unknown outcome.
Agent De la Cruz would eventually recover from his wounds and leave the JTF settlement, just as The Sheriff and Agent Sanders had and would make his way to New York City. Agent De la Cruz was in N.Y.C. for an unknown amount of time, before eventually reporting to Division Headquarters at City Hall. Agent De la Cruz would be one of the few, if only, agents to put on his mask in time to survive the Eclipse bio attack, perpetrated by Aaron Keener and his cell of Rogue Division Agents. De la Cruz and several JTF survivors would be rescued by Agents Alani Kelso, and his old squamate, The Sheriff. Kelso would wait with De la Cruz and the other survivors until other personnel evacuated them to Haven, where De la Cruz would recover.
