As New York and Manhattan fell apart, people banded together to survive by any means possible. Others took the opportunity to break out of the nearby prison, while others still decided to stay behind in the quarantine and do their believed civic duty by burning out the virus. The inhabitants of Manhattan all have their own origins and their stories.
The Division[]

During the events of Tom Clancy's The Division[]
The Division is a group of elite civilian sleeper agents who work for the U.S. government. They are to be activated during a dire catastrophe or disaster and are the last line of defense when all else fails. Their goal is to save what remains of society and to ensure the continuity of government. Division agents work with the JTF to stabilize Midtown Manhattan.
During the events of Warlords of New York[]
At the beginning of Tom Clancy's The Division 2's Warlords of New York, The Division in Lower Manhattan are in an unfavorable position. After suffering losses at the attack on the Base of Operations at City Hall, the New York agents are then reinforced by the newly-arrived D.C. agents, where they then regroup at the nearby civilian settlement, Haven. After rebounding from the attack on City Hall, The Division soon begins a manhunt to track down rogue agent Aaron Keener, the man responsible for the attack. In order to pinpoint his location, The Division must first find and eliminate his four rogue lieutenants. In the end, The Division is able to eliminate Keener and end the rogue threat in Lower Manhattan.
Joint Task Force[]

During the events of Tom Clancy's The Division[]
The Joint Task Force is a coalition of the National Guard, firefighters, police officers, civil volunteers, and members of other civil services. They are all of what remains of their respective groups and work to stabilize the country. Although JTF soldiers were overworked and possessed meager resources, they still work in tandem with The Division to restore order and stability in New York.
During the events of Warlords of New York[]
In Tom Clancy's The Division 2's Warlords of New York, the JTF in Lower Manhattan have been considerably weakened due to the resurgence of the Rikers and Cleaners under the leadership of the Rogue Agents. The JTF has especially seen the ire of Keener's sinister plan, with two biological attacks on the Base of Operations at City Hall, as well as at the JTF base at Castle Clinton. Keener has also used the rogue agents and their respective factions to target the JTF, especially attacking JTF patrols and operations. JTF operations in Lower Manhattan have collapsed entirely, with surviving members either joining the Peacekeepers or are operating at other hinted installations in other parts of the city.
Peacekeepers[]

During the events of Warlords of New York[]
The Peacekeepers are a new faction introduced in Tom Clancy's The Division 2's Warlords of New York comprised of surviving civilians and former Joint Task Force members from first-responding organizations (NYPD, FNYC). The Peacekeepers operate out of their settlement, Haven, which was formed a few months ago by ex-JTF members and civilian volunteers. The goal of the Peacekeepers is to restore a semblance of order and peace to the city, as well as to live and thrive without the constant hostility of the other factions. The Peacekeepers are now led by Paul Rhodes, the former lead technician for the JTF and Division at the Base of Operations in Midtown. The Peacekeepers hold a hostile attitude toward The Division initially due to the rising threat of the Rogue Agents, as well as the belief that The Division brings violence with them wherever they go. However, acting Division Commander Faye Lau is able to convince the stubborn Paul Rhodes to allow The Division to use Haven as a temporary Base of Operations to hunt down Keener, which Rhodes reluctantly agrees to. As The Division successfully eliminates the rogue threat and destabilizes the other hostile factions, the Peacekeepers begin to change their tune on The Division, now believing that they are a staunch ally in the fight to restore New York.
Rioters[]

During the events of Tom Clancy's The Division, the Rioters were groups of civilians, criminals, and local gang members who have decided that the best way to survive is by "survival of the fittest", seizing whatever they believe they need to survive and harming whoever stands in their way. The Rioters were generally unorganized and were the weakest faction in the game, even coming at odds with each other.
During the events of Warlords of New York[]
In Tom Clancy's The Division 2's Warlords of New York, it is unknown whether the Rioters are still a faction, as they do not make an appearance in Lower Manhattan. It is likely that they are still operating in some function in other parts of the city, but do not operate as a full-fledged faction.
Cleaners[]

During the events of Tom Clancy's The Division, the Cleaners were a fanatical group mostly composed of former sanitation workers. Their goal was to use the power of fire to burn the Green Poison out of New York City, and they didn't care who got in their way. The Cleaners had gone to such radical heights as to burning people at random, whether they were actually infected or not.
During the events of Warlords of New York[]
In Tom Clancy's The Division 2's Warlords of New York, the Cleaners have now rallied in Lower Manhattan under Vivian Conley, a Rogue Division Agent. Despite having their fuel sources destroyed in Midtown, the Cleaners have been able to remain operational due to the stranded oil tanker that washed ashore in Lower Manhattan, still carrying an abundance of oil. The Cleaners still retain a goal of burning the Green Poison virus out of New York, and since their incursion into D.C., the United States. Aaron Keener uses the Cleaners to strategically dismantle the Joint Task Force and Division in Lower Manhattan.
Rikers[]

During the events of Tom Clancy's The Division[]
During the events of Tom Clancy's The Division, the Rikers were escaped convicts from Rikers Island Penitentiary. Their only goal was to have fun because the world was ending, so why not? These insane maniacs looted, plundered, and killed at random. They also had a distinct hatred and bloodlust for Joint Task Force members, seeing them as the civil servants that locked them up in the first place.
During the events of Warlords of New York[]
In Tom Clancy's The Division 2's Warlords of New York, the Rikers have now rallied in Lower Manhattan under James Dragov, a Rogue Division Agent. The Rikers still retain a similar goal of having fun and wrecking havoc in Lower Manhattan, having an abundance of drugs and weapons in their hideout in Wall Street. However, the Rikers still harbor a distinct hatred for members of the "system", including JTF members and Peacekeepers associated with first responding organizations. Aaron Keener uses the Rikers to produce his Eclipse Virus.
Last Man Battalion[]

During the events of Tom Clancy's The Division[]
During the events of Tom Clancy's The Division, the Last Man Battalion was a PMC comprised of battle-hardened soldiers once in charge of protecting Wall Street assets, but has since become a rogue organization whose goal is to control the entirety of the United States, starting with Manhattan. The organization has since dissolved after the Division and Joint Task Force launched an attack on their headquarters at the U.N. Building, capturing the installation and killing their leader, Charles Bliss.
During the events of Warlords New York[]
In Tom Clancy's The Division 2's Warlords of New York, the remnants of the LMB have been assimilated into fellow PMC, the Black Tusk. However, the LMB no longer operates as an independent organization.
Hunters[]

During the events of Tom Clancy's The Division, the Hunters were a mysterious faction whose goal appears to be just killing First Wave and Second Wave Division Agents.
During the events of Warlords New York[]
In Tom Clancy's The Division's Warlords of New York, the Hunters still retain the same goal of hunting down and killing Division agents. Their origins and greater goal are still unknown.
New York City Police Department[]

Catastrophic Emergency Response Agency[]

The Catastrophic Emergency Response Agency (CERA) is a federal agency which was created to handle large-scale natural disasters. They are focused on halting and containing the Green Poison virus. They are responsible for the quarantine zones, medical facilities and supply distribution centers through the affected areas.
