Foggy Bottom, a historic neighborhood in Washington, D.C.. Transformed from a vibrant urban hub into a desolate battleground following the Green Poison outbreak. Once home to government buildings, universities, and diplomatic residences, this low-lying district near the Potomac River has become a contested zone, marked by the Outcasts' brutal presence and the remnants of a shattered society.


Pre-Pandemic[]

Before the Green Poison, Foggy Bottom was a bustling neighborhood steeped in prestige and history. Nestled between the West End and Constitution Hall, it housed key institutions like the U.S. Department of State, George Washington University, and the Potomac Event Center. Its tree-lined streets featured elegant row houses, embassies, and modern office buildings, making it a blend of diplomatic gravitas and academic energy. The neighborhood's proximity to the Potomac and its iconic fog - caused by river mists - gave it a distinct character, both serene and stately.

Foggy Bottom was a microcosm of Washington, D.C.'s elite, with diplomats, bureaucrats, and students mingling in its cafes and cultural venues. Its infrastructure, including metro stations and major roads like the George Washington Memorial Parkway, made it a vital artery of the city. However, its low elevation and dense urban layout would later prove a liability in the chaos of the outbreak.


The Green Poison Outbreak[]

When the Green Poison swept through Washington, D.C., Foggy Bottom was hit hard. Its dense population and role as a government hub made it a focal point for the virus's spread. The Department of State became a triage center, overwhelmed with infected officials and civilians, while George Washington University's campus was repurposed as a quarantine zone. The Joint Task Force struggled to maintain order, setting up checkpoints along key roads and barricading metro entrances to control movement.

As the JTF's resources dwindled, Foggy Bottom descended into anarchy. The neighborhood's narrow streets became choke points for riots, and its government buildings were looted by desperate survivors. Flooding from the Potomac, exacerbated by neglected infrastructure, turned low-lying areas into swampy hazards, isolating parts of the district.

The Outcasts, a fanatical faction led by Emeline Shaw, emerged from the horrors of D.C.'s quarantine camps, driven by a vendetta against the government and the JTF. Composed of survivors who endured brutal confinement, the Outcasts saw Foggy Bottom as a prime target for their campaign of vengeance. The neighborhood's symbolic significance - home to the State Department and other federal institutions - made it a perfect stage for their anti-government crusade. Its urban density and flooded zones also offered tactical advantages for their guerrilla tactics.

The Outcasts moved into Foggy Bottom after consolidating their stronghold on Roosevelt Island. They overran the JTF's weakened outposts, exploiting the district's labyrinthine streets and abandoned buildings. The State Department building became a key base, its offices converted into weapon caches and propaganda hubs. The Outcasts defaced government symbols, spray-painting their anti-JTF slogans and erecting effigies of executed officials. The Potomac Event Center, with its elevated position and grand halls, was transformed into a fortified camp, where Shaw's lieutenants coordinated raids across D.C.
