The Founders are a paramilitary faction that appears in Tom Clancy's The Division: Extremis Malis. Based in the city of Philadelphia, they intimidate and extort nearby civilian settlements and use force against any who resist, such as the nearby Camden Settlement.

Overview[]

The Founders are a group of self-proclaimed revolutionaries, united in the belief that the United States was flawed since its conception by the original Founding Fathers. They seek to rewrite the Constitution of the United States and re-establish America under a caste system, with themselves as its masters.

In fitting with their theme, they are headquartered at Independence Hall, the historic landmark where both the Declaration of Independence and the Constitution were adopted. The bell tower houses a communications room, from which they coordinate with members in the field, as well as a fully-stocked armory.

Many Founders dress in Revolutionary War-era colonial garb, including blue waistcoats, breeches, and tricorne hats. Their leaders, the "Fathers", also wear white powdered wigs as a symbol of their rank.

In combat, they instead wear contemporary green camouflage fatigues with body armor, and wield modern weapons such as the Police M4 and Carl Gustav M3. Much of their heavy weaponry was provided by Black Tusk via their field operative, Mantis, until their headquarters was sabotaged by agents from the Strategic Homeland Division.

History[]

Initially, the Founders and their cause were seen as a mere nuisance by nearby settlements. In February 2016, however, they arrived at the Camden Settlement and began demanding a weekly tribute of supplies, in exchange for upholding "security". The settlement's resident Division agent, Heather Ward, laughed and sent them away. The Founders unexpectedly returned with a mortar and machine guns, marking the start of a months-long string of attacks. While the residents managed to fend them off, the Founders would always return, stronger and better armed each time.

Around the same time, a young member named Timmy defected from the Founders and sought to join the Camden Settlement, having witnessed his friend being summarily executed by one of the Founders' leaders, the Fathers. Ward took him in, initially believing he was a spy whom she could feed false intel, but Timmy eventually proved himself trustworthy.

Tom Clancy's The Division: Extremis Malis[]

In early April, Agent Ward met fellow Division agent Caleb Dunne while hunting wild turkeys, and invited him to the Camden Settlement. Dunne had traveled from New York City in search a woman who previously killed his close friend Mathias Kaminsky.

The two arrived to find the settlement under attack by Founders, and fought them off together. Afterwards, Dunne remarked that the Founders' circumstances were similar to those of the Last Man Battalion in New York, who had recently begun receiving heavy weaponry from an unknown source. Inside, Ward introduced Dunne to Timmy. The young man helped Dunne identify his target as "Mantis," who had previously visited the Founders' headquarters at Independence Hall.

The agents then convinced Timmy to help them infiltrate the compound under cover of night. Once Inside, the trio reached the bell tower and killed a member of the Fathers, but found no trace of Mantis. Dunne collected intel and an encrypted SATCOM transceiver, while Ward planted explosive charges in the armory as a diversion. However, Timmy was shot and killed during their escape back into the sewers,

With the loss of their weapons supply and one of their leaders, the Founders were no longer an imminent threat to the Camden Settlement. Regardless, Agent Ward noted that the documents they secured included top-secret security information, and concluded the Founders could not have acted alone.

Elsewhere, Mantis informed Milla "Wyvern" Radek that she had lost contact with the Founders in Philadelphia, but reassured her that Black Tusk still had enough assets to proceed with their plans.
