The GR9 is a Light Machine Gun in Tom Clancy's The Division 2. It was added to the game in Title Update 15.
All variants of this weapon can be obtained from enemies, vendors, weapon chests, Sealed Caches, and any area/mission with Light Machine Guns as targeted loot.
Replicas of the GR9 can be crafted using its 
Blueprint, which was a Season Pass reward from Season 8: Keener's Legacy.
Replicas of the Named variant Dare can be crafted using its Blueprint, which can only be obtained from Reconstructed Caches purchased with 
NSA Tech from NSA Stations.
