High-Value Targets (HVTs) are a type of side mission available in Tom Clancy's The Division. They become available once player reaches Level 30. They were added in Update 1.2: Conflict.

Target Intel[]

A different type of "currency" is used for locating High-Value Targets: Target Intel. These can be received by completing Search and Destroy Missions at one of the regions outside of the Dark Zone and West Side Pier Alerts.

  • In addition to acquiring Target Intel from Search and Destroy missions, it can also drop from enemies themselves in both Search and Destroy Missions and High-Value Target missions.
  • A maximum of 400 Target Intel can be held at one time, and it is shared across all characters.

Search and Destroy Missions[]

Search and Destroy Missions are a new type of mission that become available under the following circumstances.

  • The Agent is Level 30.
  • All Side Missions and Encounters in a specific named region are completed.

If these are met, you can walk up to the Situation Board and start this mission. You will be directed to investigate three marked locations in the district. Eliminate all enemies present, and you will receive 1 Target Intel, plus more if enemies drop it as well. Sometimes, a second wave of enemies will spawn in as well. Upon securing all three areas, return to the Safe House and go to the Situation Board to turn in the mission. You will receive one item with respect to World Tier and 5 Target Intel, along with some EXP.

Certain Safe Houses may also have a circle around it. This gives access to Critical Search and Destroy Missions, where one specific marked area will give 2 Target Intel instead of the usual 1, and upon turning it in, 10 Target Intel is received instead of 5.

Acquiring a Target[]

After accumulating enough Target Intel, return to the Base of Operations or Camp Clinton and talk to one of the two HVT Vendors. Two targets of the same difficulty will be given at a time, and can come from any of the 4 factions in New York. Tougher targets will require more Target Intel to locate, and some have more than one Named Enemy at the end. The costs are as follows:

  • Rank 1: 5 Target Intel
  • Rank 2: 10 Target Intel

    • Daily, Multiple Targets: 19 Target Intel
    • Weekly, Single Target: 20 Target Intel
    • Weekly, Multiple Targets: 23 Target Intel
    • Weekly, Single Target, High-Risk: 29 Target Intel
    • Weekly, Multiple Targets, High-Risk: 35 Target Intel
  • Rank 4
    • Single Target: 25
    • Multiple Targets: 27
    • Single Target, High-Risk: 37 Target Intel
    • Multiple Targets, High-Risk: 45 Target Intel

Note that for High-Risk Targets, if you fail, you must pay the Target Intel again to locate the target again. For non-High-Risk Targets, you can simply return to the HVT Vendor and relocate the enemy.

Eliminating the Target[]

After acquiring a target, you will be directed to a specific location on the map. It is possible that, upon picking up different targets, they will be at the same location.

Upon arriving, there will be a group of enemies already present. Eliminating most of the enemies here will cause another wave of enemies to spawn in and attack your position. The number of additional waves is based on the target's rank. If the target is Rank 1, there will be 1 more wave. Rank 2 enemies have two waves before the boss arrives, etc.

  • Rank 1 HVTs have 1 wave of Normal enemies, with the Named Enemy spawning in with a group of Veterans.
  • Rank 2 HVTs have waves of Veteran enemies, with the Named Enemy spawning with a group of Elite enemies.
  • Rank 3 HVTs have 2 waves of Veteran enemies followed by 1 wave of Elite enemies before the Named Enemy/Enemies spawn with another group of Elites.
  • Rank 4 HVTs have 2 waves of Veteran enemies, then 2 waves of Elite enemies until the boss finally arrives.
  • High-Risk Target waves consist exclusively of Elite enemies.

In addition to these waves, the players will have to clear the HVT's lackeys within a time limit to even draw out the boss. Failure to do so will let the target escape and require you to return to the Base of Operations and relocate the target. Rank 1 HVTs have 6 minutes on the clock, Rank 2 HVTs read 8 minutes to attract the target, while Ranks 3 and 4 HVTs both give 10 minutes to draw out the boss. The timer disappears once the High-Value Target enters the fray.

Upon clearing enough enemies, the High-Value Target will run into the fight; some HVTs have different clothing than normal enemies and can deploy different tactics as well. Examples include Cleaner Incinerator utilizing Shock Mines, LMB Engineers using Turrets firing Marksman Rifle rounds, and Rogue Agents deploying different skills, in particular, First Aid and Sticky Bomb.

High-Value Target Ranks and Rewards[]

There are many different High-Value Targets, and some are tougher than others. Some are also considered High-Risk, granting one opportunity to neutralize the enemies, but also granting more rewards and EXP. They are ranked from 1 to 4. Ranks 1 through 3 are available from the Daily HVT Vendor, while Ranks 3 and 4, along with High-Risk Targets, are available through the Weekly HVT Vendor.

  • Rank 1: 28127 EXP, 30 Phoenix Credits
  • Rank 2: 32472 EXP, 1 Equipment Item, 35 Phoenix Credits
  • Rank 3: 34672/56254 EXP, 1 Equipment Item, 1 Gear Set Item, 50/75 Phoenix Credits
    • High-Risk: +1 Equipment Item, +15 Phoenix Credits
  • Rank 4: 56254 EXP, 1 Equipment Item, 1 Weapon, 1 Gear Set Item, 95 Phoenix Credits
    • High-Risk: +1 Gear Set Item, +15 Phoenix Credits

In addition, each Named Enemy will have their own individual drops. Daily HVTs drop one item, while Weekly HVTs drop three each. These are separate from the above rewards.
