James Dragov is a former First Wave Division Agent, a part of Aaron Keener's squadron of Division Rogue Agents in Warlords of New York of Tom Clancy's The Division 2.

Dragov and his fellow rogue agent Theo Parnell are currently working with the Rikers.

Profile

Former police officer, heavy weapons and defense specialist. His relentless fight for justice made him a legend on the force. Dragov currently controls the Financial District and made it the center of his black market with the help of the Rikers.

Dragov believes the most important thing is family, which he regards his Rikers as his family.

Biography

James Dragov was a police officer in New York who was discovered by Division recruited after cracking down corruption within the organization. Dragov was activated as part of the First Wave but disappeared in the middle of the prison riots on Rikers Island. Dragov later reemerged with a group of Rikers and seized control over Wall Street in Lower Manhattan. Since then, Dragov has been identified as the de facto leader of the Rikers after their former leader Larae Barret's death last winter.

 Events prior Tom Clancy's The Division 2's Warlords of New York

As a first wave Division Agent, Dragov witnessed (and was troubled deeply by) the JTF's disastrous response to the Dollar Flu outbreak on Black Friday. Dragov would be dispatched to Rikers Island where he was tasked with guarding prisoners. Dragov's disillusionment and resentment of SHD would fester and grow while he was on the island. Ultimately, Dragov killed the warden on Rikers Island. Before leaving, Dragov "threw the keys" to Larae Barrett, which allowed Larae to escape her cell and free her fellow inmates. Dragov, of course, was marked "rogue" as a result.   

Sometime after the Second Wave Division agents have reclaimed the city, Dragov was approached by Rikers member, Duchess. Duchess was three cells away from Barrett, and she saw Dragov tossed the keys to Barrett. Duchess told Dragov there has been a power vacuum within the Rikers ever since Barrett's death and invited Dragov to be their new leader and reshape the Rikers.  

After Dragov became the Rikers leader, he violently stormed Wall Street and set up a black market for those who have the resources to buy them and somehow obtained an NYPD APC. There was meat, weapons, body armor, ammunition and more. Rogue Division Agent Aaron Keener then reached out to Dragov for supplies, in exchange for something that will "make it worthwhile". Dragov agreed to the arrangement.  

Dragov told his Rikers to create supplies for Keener, but since Keener was looking for biohazard materials and some even require chemists mixing, not to mention he was moving his operations to Lower Manhattan, he came out short and not able to deliver on time. Keener then killed one of the Rikers member, "Heavy," and told Dragov if he didn't comply the rest of his Rikers will suffer the same consequences. Dragov reluctantly complied for the sake of his new family.  

Dragov was present when Keener attempted to turn Division agent Parnell rogue. Keener brought him along as his bodyguard. If Parnell didn't turn rogue, Dragov would shoot him dead. After Parnell joined Keener, he asked Dragov to send some of his Rikers to protect Parnell as he is invaluable to his plans. Dragov then sent Riker member "Judge" and a band of Rikers to protect him.

Keener requested help from Dragov to attack the City Hall. He along with Rogue Division agents Javier Kajika, Theo Parnell and Vivian Conley, killed the JTF guarding the site and armed the place with Keener's new bioweapon. The footage of the attack was found by an agent from Washington D.C., through the footage, the agent was able to identify the preparations.  

The Division then launched a manhunt for Aaron Keener and his lieutenants. The agent from Washington, D.C. tried tracking Dragov with limited Intel in the Financial District, but due to Dragov not hiding like his fellow rogue agents, the local Peacekeepers were able to tell the agent that he was in Wall Street running his black-market operation. The agent then stormed the site and attempted to retrieve Keener's supplies. Dragov sent Duchess to deal with the agent, which the agent then killed Duchess and claimed the supplies. The agent then proceeded through the Rikers defences, destroying the Riker's APC, and made it to the stock exchange building, where Dragov was. Dragov brought along two of his lieutenants (Ron and Knuckles) and set out to kill the agent. The agent, however, eliminated the trio and took Dragov's watch to Division agent Faye Lau for further investigation on Keener.  

The agent then went to the pier, where the Rikers kept their supplies, to find out what Keener is looking to get from Dragov. Through an ECHO, it was revealed that Dragov has been supplying Keener with biohazard materials.   

Abilities

Heavy Weapons and Defense Specialist. Shown using a mini-gun in the story trailer, but not seen in-game.

He is armed with a Ballistic Shield with a Military RPK-74 M in one hand and is also armed with an Explosive Sticky Bomb skill. He comes in with his two lieutenants. He also has armor that must be destroyed to do damage to him.

Trivia

  • He is the only Division agent to be a Heavy Armored Class Gunner.
  • He uses a Police Riot Shield instead of the Ballistic Shield.
  • His father was a Russian Mob boss, so even though he was a legend in the police force, he prefers to work with Rikers as his new "family".
