Mayhem is a Hyena Council member. She called in Roach to kill Division agents in the Bank Headquarters mission after they secured the President Ellis . She also prepared some defenses against the invading Division agents in the District Union Arena Stronghold.

After the fall of District Union Arena, Mayhem escaped Washington, D.C. to survive until she accepted the invitation from Black Tusk to the Summit happening in Tidal Basin, where she'd confront the Division agents who brought ruin to her brethren.

Profile[]

Mayhem has a poor sense of danger awareness and struggles to comprehend potential hazards. She can become extremely violent when she feels unsettled, and often makes poor decisions that have negative consequences.

Mayhem is also known for her love of explosives and is suspected of instigating a number of arson-related attacks throughout Washington, D.C.


Biography[]

Mayhem made her name, well known as a reckless psychotic arsonist. When the local street gangs decided to band together as the Hyenas, she became a part of them. When the Hyena Council was formed to keep things in line in their struggle against the True Sons, she had aspirations to become one of them.

After Skinny John ran afoul of the Hyenas, Mayhem got promoted as a member of the Council, and personally executed the disgraced Hyena with Diesel as witness. (ECHO: Promotion)

Later on, she had a discussion with Dime regarding the current deadweights within the Hyena Council. Mayhem was temperamental, very eager to pull the trigger, though Dime argued for restraint and assess the situation on whether the current leadership need restructuring before taking action, considering the repercussions.

Unlike her fellow members, however, Mayhem didn't take her role seriously. She had an argument with Books, the Council's Supervisor, over the future of the Hyenas. Books believed that the disparate gangs forming the Hyenas need to stop their debauchery and organizing themselves against the True Sons. Mayhem, on the other hand, preferred to continue the debauchery, seeing it as more exciting than dealing with the chaos engulfing D.C.

Mayhem was involved with the capture of President Ellis after he survived the Air Force One's crash. Under secret orders from Natalya Sokolova, they kept Ellis alive and under the Council's watch. (Hyenas: Comm#4, Assets) - (Manhunt: First Rogue, Comm#3, Ellis)

In addition, Mayhem lent her voice for the Propaganda Broadcast stations that her fellow Hyenas set up, trying to convince people to join them and indulge in debauchery, while speaking ill of their enemies like the True Sons and the Division as oppressors who want to restrict their unrelenting freedom.

Unfortunately for Mayhem and her ilk, those days of debauchery would become a distant memory.


Fall of the Hyenas[]

As Division agents poured in to Washington, D.C. to retake the city and re-establishing the SHD Network, the Hyenas suffered considerable losses, including the Hyena who helped found the Council; Coyote.

Mayhem was involved when the Division attacked Bank Headquarters HQ and set to rescue President Ellis. Despite efforts from her peers, Ellis was extracted, which upset her heavily and demanded Roach to kill the agents, citing their gear supply will go dry if the news of losing the president gets to the Council.

Unfortunately, Roach was eliminated, adding another tally to the list of dead Council members.

When Books, Diesel, and Dime decided to make their stand at District Union Arena, Mayhem tried to argue against this, but was rebuffed as they felt confident of their strength in numbers would stop the Division agents invading their stronghold. She shared her frustrations to Zodiac, a fellow Council member who went into hiding, believing those three members as being fish in a barrel, ready to be shot.

Still, Mayhem put up some defenses in the stronghold, but that wasn't enough to stop the Division from killing Books/Diesel/Dime, which effectively caused disarray within the Hyenas. She escaped the agents' wrath during their attack, and had not been seen ever since.

As revealed in an intel piece recovered during the recent events that unraveled in Tidal Basin, Mayhem and some of her crew escaped D.C. and holed up there for a while, where they'd survive for almost 5 months on their own.


Hyenas, returned[]

Even after the losses the Hyenas sustained after the Council's dissolution and losing their stronghold, they had a resurgence when Black Tusk decided to commit again in supplying the faction for their attack on NOA HQ to find and capture rogue agent Theo 'Glasses' Parnell and hand him over. Bichon was in charge of the operation, with aspirations to become part of the rebuilt Hyena Council.

However, the Division agents managed to rescue 'Glasses' and extracted him to the White House, and eliminated Bichon, causing losses to the faction.

Whether Mayhem knew of the attack is unknown, as she was still outside D.C. when it happened.


Invitation[]

At some point, Mayhem got an invitation from Natalya Sokolova. She accepted via a message and teased the oligarch by sending a bomb to keep her on her toes.

However, Mayhem's acceptance to the invitation came with a few conditions. One, she and her Hyenas' delegation are to stay far away from the Outcasts. Second, goodie bags which involves explosive devices. Third, no brown candies in the break room. And fourth, she wants the District Union Arena back after the Division is dealt with. She concluded by telling Nat that she'll gladly join the Summit "party" if the conditions were accepted.

Given her fondness of mini-quiches, she also asked for some. (Manhunt: The Pact, Comm#11, RSVP)


Summit, Interrupted[]

Mayhem and her delegation were kept in the Hovercraft while Black Tusk and True Sons tried to stop the Division's attack. However, the agents proved persistent, leading to Mayhem mocking Sokolova's security, as she decided she and her Hyenas would deal with the Division.

Despite the number of her fellow Hyenas and her abilities, Mayhem was eliminated. For a while, she and Zodiac were the two remaining members of the Hyena Council who eluded the Division after their fall in District Union Arena.

With her gone, that leaves Zodiac as the last surviving member of the Council. Whether he was aware of Mayhem accepting the invitation is unknown, but it is possible she had him stay put in case the Division rolled in

In-game, Mayhem was a unique Hyenas Assault armed with a G36C Assault Rifle, Black Tusk M32A1 Grenade Launcher equipped with Airburst Ammo, Hyenas Sniper Turrets and Shock Grenades.

Trivia[]

  • Like with The Recruiter, Mayhem's entire outfit is part of a limited-time cosmetic bundle that was added in the in-game store, with the release of Y7S2.3 Update in November 11, 2025.
