McKinney is a Cleaner commander who was sent alongside Molly "Jupiter" Henderson's team to Washington D.C.
He serves as the first boss of the Roosevelt Island Manhunt: Jupiter mission.
History[]
McKinney was among the Cleaners, alongside Barkley, who joined Jupiter's rogue cell on a mission to Washington D.C. seeking to destroy the contamination on Roosevelt Island left by the Outcasts' experiments to weaponize the Green Poison using the blood of asymptotic carriers such as Emeline Shaw.
After their arrival onto the island, a female Cleaner found the crashed plane on the island, discovering that a couple of tanks of fuel remained intact. McKinney and the Cleaner discussed siphoning the fuel to use. Sometime after, while sterilizing the escape tunnel, McKinney reported into Jupiter that they'd burned some altars that revealed a hidden room, then asked her if the name "Morovian Society" meant anything to her. Jupiter told McKinney to stay there and that she was on her way.
After eliminating the other rogues in Jupiter's cell, a JTF drone spotted the Cleaners on the island, confirming that Jupiter was on site. The Division soon dispatched to the island to eliminate her and the Cleaners. As the Division fought their way through their defenses, including flame turrets and EMPs modified to target Division Agents, McKinney was heard on the radio ordered the Cleaners to defend their foothold in D.C, affirming that of their mandate to "rid America of this contamination" and their work in New York was just the beginning.
McKinney then radioed to warn Jupiter that the Division was getting close to her position. Jupiter ordered McKinney to neutralize them, though he requested backup. When Jupiter refused, McKinney replied that they were a team and that meant he had her back and she had his. After she didn't respond, realizing that they were on their own, McKinney rallied his team for a final confrontation with the Division at the former Outcast burn pits. Despite his resistance, he was killed alongside his team.
In the end, his efforts to stop the Division failed as the agents proceeded to neutralize Jupiter, destroy the remaining EMPs, and drive the Cleaners out of Roosevelt Island and D.C.

Uniquely, McKinney seems to spawn as either a named Cleaners Engineer or Controller, though he has no unique abilities beyond those of the default elite archetype.
