Mitchell Billings is a psychiatrist appearing in Tom Clancy's The Division 2.
He's featured in the Detention Center Rescue Classified Assignment and one of the five hostages that Division agents rescue in Year 5 Season 1: Broken Wings.
Biography[]
Mitchell grew up in Virginia. His father was military, though he'd often return from deployments as a broken and wounded man. He watched his mother helping his father through tasks like building a bird tree, mending the house, and mowing the lawn as a way to help manage his PTSD and anger through coping mechanisms.
Inspired by his mother's emotional intelligence, he focused his studies on psychiatry so he could treat soldiers who'd suffer burnout and PTSD. He completely finished his studies just as the Green Poison broke out. At some point, he found himself in the custody of True Sons and was held in the detention center. He'd treat True Sons soldiers who were suffering burnout and trauma, though he'd eventually be rescued by Division agents alongside other prisoners
Months later, he'd settle in to the Castle, making himself comfortable as a psychiatrist for the settlement. During that time, he had sessions with Wally, Fred Lewis, Agent Kelso, and Manny Ortega. Those sessions were to help his patients process through their problems and be more open about their problems. He also had a session with Cindy McAllister after Manny sent her there so the doctor could help her to be more open and not wrapped up in the digital world.
During Black Tusk's attack on the White House, Mitchell was one of the 11 civilians who were kidnapped.
Broken Wings[]
After rescuing John Yazzie, Eva Garcia, and Lauren Fong, Division agents would intercept the doctor across the Constitution Hall area, eventually finding him held at DCD Headquarters. Division agents dealt with hostiles on-site while JTF personnel rescued him.
Mitchell was debriefed by Manny, asking him why he was helping the Black Tusk soldiers. Mitchell says that he has an oath as a psychiatrist and its his duty to treat those in need, regardless of which side. He didn't share the sessions he had as part of his doctor-patient confidentiality. However, he did share that many of Black Tusk military personnel respect Natalya Sokolova and adore her, especially when she honors them in death.
Mitchell would continue his work, helping people who are in need of processing their trauma.
Shades of Red[]
Through intercepting intel from NSA Databases throughout their incursions in the Descent simulation facility, Division agents learn that Mitchell Billings was one of the many candidates for recruitment in Aaron Keener's settlement. However, Bridgette Douglas doesn't recommend recruiting Billings as she mentions the doctor is too ethical and loyal to his oath.
Furthermore, she argues that Billings serves for the community, takes care of anyone who needs help, and doesn't care for politics. Which can be a liability, as the war that Keener is fighting against Black Tusk/Hunters is political. Lastly, Douglas mentions that in the best-case scnario, Billings will convince Keener to call off his ops against Natalya Sokolova, stand down, and bend the knee before more people get killed.
Thus, Keener decided to not go forward in recruiting Mitchell Billings. Though, Douglas emphasizes if Keener wants a psychiatrist who can talk him down and make him feel emotionally healthy for the first time in his life, he should definitely recruit Billings.

- For Wally, it's about how she uses humor to cope with her trauma and being part of True Sons in the past, having a difficult time trusting people after seeing atrocities committed by General Ridgeway, and herself feeling complicit in those actions.
- For Fred Lewis, it's about him trying to cope with his survival guilt after being saved while his men died and him feeling owing a debt to Manny when he realized that his friend sent him to the doctor to make sure he's okay.
- For Agent Kelso, she felt she's no longer needed in D.C and not feeling valued as a Division agent, finding herself more at home in New York. She also mentions about her past as a CIA Paramilitary officer, when she gets angry about the fact that some folks still see Faye Lau as a traitor.
- For Manny Ortega, it's about his unhealthy tendencey in trying to control everything and that he needs to take a step back and decompose. He's also concerned about how his coming daughter would see him.
- Agent Kelso's session with Doctor Billings could be seen as a meta-narrative, considering how many players in the community see her as reckless and her methods unbecoming of a Division agent, believing that she'll go Rogue. Ironically, she does go Rogue, but only because she wants to put an end to Black Tusk and the Hunters, even if her current company (Aaron Keener, Theo Parnell) are not as friendly.
