Otis Sykes has lived in Washington, D.C. all his life. He loves the city and knows every square inch of it, but is instinctively suspicious of anyone and everyone until they prove themselves. Fortunately, as Bounty officer he has plenty of opportunities for agents to demonstrate they're on the side of the angels.
