The Peacekeepers are a new faction in Tom Clancy's The Division 2's Warlords of New York comprised of surviving civilians and former JTF members from first-responding organizations, such as the NYPD and FNYC.
Origin[]
As the JTF and Division's control of Lower Manhattan began to unravel due to the newly-organized enemy factions now under the leadership of the rogue agents, these citizens banded together after realizing that The Division and JTF could no longer adequately protect them. Members of the JTF, discontent with the organization's dwindling resources and manpower, also decided to join the Peacekeepers, forming a joint civilian-JTF militia.
Distrust in The Division was also shown within the Peacekeepers due to the rise of the rogue agents, with the Peacekeepers showing ranging reactions from wariness to outright hostility to Division agents and shunning them from their settlement, Haven. A few months before the agent arrives in New York, Paul Rhodes arrives in Lower Manhattan looking for a fresh start from the unknown events that transpired in Midtown Manhattan. Paul is taken in by Haven as a technician, helping bolster their power grids and communication lines. Eventually, Paul rises through the leadership hierarchy, becoming the current leader of the Peacekeepers.

However, due to Paul's dissent with The Division, he kept a tight closed-door policy for Division agents and was reluctant to allow The Division to use Haven as a temporary Base of Operations. However, the Peacekeepers' views soon change on The Division as the D.C. agents arrive to eradicate the rogue agent threat and finally put an end to Aaron Keener's sinister plans.
Roy Benitez was shocked what became of Faye Lau after Keener was confirmed dead. Alani Kelso admitted to Benitez her disbelief of Lau choosing Black Tusk over The Division. Rhodes, on the other hand, wasn't fooled by Lau's betrayal as he never trusted Lau. However, the actions of Kelso and the D.C. Sheriff made Rhodes realize that jumping into conclusions without checks and balances were not the answer. Benitez informed Kelso and the D.C. Sheriff that they are welcome to stay with the Peacekeepers since they feel safer with them around, even though the D.C. team had to return back to the nation's capital. Rhodes told the D.C. Sheriff (as they were about to return back to D.C.) that they almost brought them hope, and feel that as long as they can bring hope to the peacekeepers, they can return back to Haven as much as they want.
Goals[]
The Peacekeepers are one of four main factions within Lower Manhattan, and with the aid of The Division are seeking to lock in their standing at the top. Their goals can be interpreted as below:
- Expand territory control to key control points and access points throughout Lower Manhattan.
- Help support and protect smaller civilian settlements throughout the city.
- Control local infrastructure and resources to limit enemy movement and access to weaponry.
- Eliminate opposing groups such as the Rikers, Cleaners, and the local Black Tusk detachment in New York.
- Keep tabs on the black market run by the Rikers and remove it wherever possible.
Equipment and Weaponry[]
The Peacekeepers are a mix of ex-JTF (FNYC, NYCP) and Civilian Volunteers and as such are not professional soldiers. However, they are calm and capable on the battlefield.
- Peacekeepers have access to a wide variety of advanced weapons taken from JTF and Riker depots.
- These include Assault rifles, Shotguns, Pistols, LMGs, and SMGs.
- Peacekeepers also have access to better protective equipment than other similar factions such as the Civilian Militia.
- Most seem to have a bulletproof vest and holster, with some better equipped members having kneepads.
- They use superior tactics when in combat, and try to keep a distance from opponents, similar to the Rikers and Black Tusk.
- If surprised at close range, they will attempt to reposition instead of attempting to fight at close range like the Cleaners.
