SHD Network is a system used by the Strategic Homeland Division to assist its personnel throughout different sectors in the organization. Long before the outbreak, several infrastructures had been set up throughout the entire country and created a network which will seamlessly connect all Division personnel to ISAC and its utilities.

Inside the Decontamination Zones, also known as the Dark Zones, the SHD Network is heavily disrupted. This caused the Division agents who entered the zones to have only proximity comms with other agents nearby. Moreover, since the SHD Network is disrupted in the Dark Zone, ISAC cannot permanently mark and record rogue actions inside the zone, which caused ISAC only able to mark rogue actions temporary. Some Division agents exploited this and perform rogue actions against other agents in the zone and if they survived the hunt from other division agents, their rogue status will be deactivated.

History

After the Strategic Homeland Division was established, the SHD Network was created and its main hub created in Washington, D.C. The network requires a couple of servers and a satellite connection in order to work. One server node is set in the Federal Emergency Bunker where it will boost its signal nationwide. The other node which contains ISAC is set in Jefferson Trade Center, hidden in a maintenance room due to the secrecy of the organization. One flaw in its design is that if the main hub in Washington, D.C. is deactivated, the network will also be deactivated. In the case of a full network shutdown, all Division agents are to report to Washington, D.C. and attempt to reactivate the network.

After the outbreak, a group who called themselves the Black Tusk, seek to destroy The Division. They discovered the network infrastructures in Washington, D.C., and they launched an attack which effectively deactivated the network which caused all Division agents to lose connection to ISAC hence made their tech useless and them defenseless.

One Division agent followed the instructions and went to Washington, D.C. to attempt reactivating the network. Firstly, the agent went to the Jefferson Trade Center, which reactivated the ISAC node. Then, the agent went to Space Administration HQ to use its satellite dishes to boost the network signal. Finally, another agent named Maya Walsh and a team of Division agents went to the Federal Emergency Bunker to repair the node. Unfortunately, the node was badly damaged but Walsh was able to scavenge equipment from there that will make the existing systems in The White House able to boost the network signal nationwide and successfully reactivate the network.

Not long after, the Black Tusk formally arrived in Washington, D.C. They invaded several sites in the city including the ones that are upholding the network. One Black Tusk team was sent to the Jefferson Trade Center to deactivate the ISAC node, another team was sent to the Space Administration HQ to deactivate the satellite dishes. Meanwhile, one team was sent to the Federal Emergency Bunker to steal SHD data from the network. Unfortunately, for them a team of agents went back to the sites and eliminated the threat, protected the SHD Network and its infrastructures.
