Sarah Moretti is a character in Tom Clancy's The Division 2. She, alongside her husband Mark, and daughter Grace were introduced in Warlords of New York via the comms where they tried to find a way out of Manhattan, which was fulfilled with the help of Rogue Agent, Aaron Keener.

Sarah and her family would settle in Brooklyn, right in The Bridge settlement where she served as an apprentice to Theo Parnell.

Unfortunately, tragic circumstances would turn Sarah to a deranged killer with strong belief in "might makes right".

She's a side antagonist in Battle for Brooklyn.

History[]

Not much is known about Sarah's life before the Green Poison outbreak, or when did she marry Mark and gave birth to her daughter, Grace. All that is known is, like many civilians, she and her family were trying to survive the chaos and find safety.

Pre-Warlords Of New York[]

Months prior to the events of Warlords of New York, Sarah and her family were trying to find a way out of Manhattan. However, when her husband Mark saw civilians in danger, he ran to help them. At some point, she, her daughter Grace were captured by raiders, and her husband trying to stand up to those raiders even when the odds didn't look good. Thankfully, Aaron Keener and some of his fellow Rogues intercepted the Morettis and eliminated the raiders, rescuing them in the process.

Knowing that Lower Manhattan wasn't safe, Keener took it upon him to help the Morettis and smuggle them out. The Morettis joined Keener and his Rogues, hopeful that their goal is in sight.

Despite Sarah and Mark's suspicions about Keener, the Rogue Agent lived up to his word and smuggled them off Manhattan via a boat and reached to Brooklyn, where they'd settle in relative peace for a while. (Lower Manhattan: Overheard Whispering, Promised Land, Night Crossing).

Settling in The Bridge[]

Over time, the Morettis settled in at The Bridge Settlement, where they did their part in the community. At some point, she served as an apprentice to Rogue Agent Theo Parnell, where she helped him in developing and maintaining a stable power grid for the settlement and Brooklyn, as well setting up defense systems for the settlement. When the first Riker made it to Brooklyn, she welcomed her and invited her to make a clean slate, though the Riker rebuffed the offer. (Free)

At one time, while getting the power station up and running in the Bridge Park Pier, Sarah teased Theo about his girlfriend's pregnancy and told him that Maral would gladly marry him. It was one of her fondest memories, at least for a time. (Friends (Found Footage))

Death in the family and Breaking Point[]

Unfortunately, tragic circumstances would break Sarah, as her husband Mark and daughter Grace were killed by the Rikers. Sarah, in her grief, wanted to take revenge, but was implored by the Bridge's community to deal with her grief in non-violent means.

That was her breaking point, as Sarah decided that the people at The Bridge were living in a deluded fantasy, not willing to see the chaos happening outside their home, and took action. She joined the Rikers, and killed the one responsible in a grisly way, both to display her own strength and to show what happens when someone "crosses the line" in her "new world order". Birth of The Rat Queen[]

At some point, Sarah was approached by Black Tusk officer, Richard Danvers, where she would listen to his proposition. She accepted, knowing that the resources that Danvers has at his disposal would allow her to take revenge on The Bridge, in addition to helping her rallying the Rikers. (Brooklyn: Hostiles, Negotiations)

To not arouse suspicion from her former friends, Sarah faked her death with the help of SFX Artist Matthew Grant using the tech borrowed from the Descent simulation program. Sarah chose to have her "death" through by drowning in the water, arguing that Grant's suggestion of having her fake death be a suicide by gunshot is slow and painful. And she chose to have her "death" at Pier 3, hellbent on destroying the fond memories of her former friend, Theo, had there. (ECHO: Born)

At some point, members of the Bridge like Jessica Kandel learned that Sarah committed suicide by walking into the Hudson River, even though they didn't find the body. (Brooklyn: Bridge, Sarah)

In addition, Danvers helped mask Sarah's voice using a voice modulator, so that voice recognition software doesn't compromise her identity. (Brooklyn: Hostiles, New Voice)

And thus, the Rat Queen was born.

Helping the Black Tusk[]

Due to her familiarity with Theo's work in the Bridge's basement, Sarah was aware of Gordon Amherst's 3D RNA Printer that Keener took to make the Eclipse, was held in a vault there. Moreover, she was familiar of the settlement's defense systems, as she helped build them with Theo.

While Danvers was manufacturing the "purple flame" accelerant, Sarah helped in stealing at least two Rogue SHD Tech crates and gave it to Danvers. That tech would be later given to The Lovebirds, as they used it during the Cleaners attack on Meret Estate.

Sarah would inform Danvers that Gordon Amherst's 3D Printer is held in The Bridge, but she couldn't take it due to its secure location as Theo had the key at the time, and argued that his girlfriend, Maral, wouldn't help them as she loves him too much to betray him. Despite the setback, she informed Danvers that Theo gave the key to Dr. Jessica Kandel, and both decided to wait up till Theo is out of town so they can kidnap Kandel to take the printer. Battle for Brooklyn[]

After the Division agents dealt a blow on the H5 Refinery, the Rat Queen launched a Riker-coordinated attack on the Bridge. With her familiarity over their defense systems, she managed to subdue them, forcing The Bridge to play defense. (Bridge Blockade)

However, the swift intervention from the D.C agents and the heavy losses that Rikers suffered forced the Rat Queen and her henchmen to fall back to Brooklyn Heights, while she and her lieutenants took shelter at the Art Museum.

As such, she and her Rikers prepared for the Division's arrival after they decimated their brethren in Brooklyn Heights. Despite plenty of personnel and her lieutenants, the agents pushed further and further ahead.

However, when the agents learned of the Rat Queen's true identity via an ECHO, they were given a new objective: Apprehend Sarah Moretti.

Unfortunately, as they reached the museum's rooftop, Sarah used an electronic shield that protected her from conventional firepower while other Rikers protected her. This forced the agents to disrupt her shield by powering the generators while dealing with the hostiles at the same time. After Sarah's shield was disrupted permanently, the agents managed to incapacitate her, with the Bridge's personnel sent in to stabilize her from her injuries.

Sarah was locked in a cell in the Bridge's underground sector, and gave up Richard Danvers's location at the Army Terminal during the interrogation.

With Danvers eliminated, and the Black Tusk's plan to steal Amherst's printer, disrupted, Sarah Moretti is still in her cell, walking around and shaking her arms.

What will happen to her in the coming future remains to be seen, as it depends on the severity of her crimes as the "Rat Queen".

Voice of the Rikers[]

While the Division was doing test-runs on the Descent Simulation Program during their mission to rescue The Manager, they intercepted a comm where it showed a discussion between Sarah Moretti as "Rat Queen" and Richard Danvers prior to the events in Brooklyn, where Danvers suggested Moretti to make propaganda broadcasts in order to sway more Rikers to her side, including some Rikers who already joined the Bridge, just in case.

Moretti was hesitant at first. citing risks in recording live broadcasts. Danvers assured her that Matthew Grant can record her doing the broadcasts messages and they don't need to be live, his reasoning is that it's better when she can edit the message and making sure it's the one she means to send.

Moretti then asked Danvers if something can be done with her voice. So, Danvers assured her with filters, pitch modulation, and automated glitches, Grant can make her sound like an opera singer, a robotic child, or anything she can dream of, asserting that the tech that Grant has in his disposal can make it happen. Danvers even mentioned that Grant can make her sound like Keener, but she needs to match the rogue agent's cadence. (Descent: Comm#101, Propaganda)

This heavily indicates that the voice filter that Sarah Moretti had as the "Rat Queen" was made possible through the Descent simulation tech that was loaned to Matthew Grant, the same tech that was used to have Sarah fake her death and the deep-fake videos against Keener and The Bridge.

Personality and traits[]

Before becoming the Rat Queen, Sarah Moretti was a gentle person who cared for others and tried to do good in the post-pandemic world. In fact, she was gentle with the first Riker who entered Brooklyn and invited her for a new slate, even when that Riker blew her off.

The loss of her husband Mark and her daughter Grace at the hands of Rikers changed her considerably. She wanted to take revenge, but was rebuffed by The Bridge's inhabitants and was implored to deal with grief in non-violent means. She saw that as bullshit, and took revenge, finding kinship with the Rikers, and took leadership.

As Sarah embraced her new role as the Rat Queen, her mindset completely changed, believing that the Bridge's inhabitants are living in delusional fantasy, unaware of the chaos outside, seeing their philosophy of helping one another as bullshit theater, believing that power and control are the only things that matter in her "new world order". Her mindset is a simple "Might makes right", and the fact that she willingly accepted being an asset for Black Tusk and helping them in trying to take over Brooklyn showed how far gone she had went.

As per Richard Danvers' assessment, Sarah is too connected to reality, and her desire to make the most damage possible, and her capacity to lie makes her a liability in Black Tusk's eyes that he would not recommend her beyond their mission in Brooklyn.

Indeed, Sarah's unhinged rage and grief was a boon for both Danvers and Grant as they used her to further their agenda.

She was a close friend with Theo Parnell, as she was his apprentice and helped him in setting up the power for the Bridge, and fixing the power grid in Brooklyn. Unfortunately, the murder of her family and Theo's gushing over becoming a Dad made her see him as responsible for the misery she was going through, and an enemy in her eyes. And when staging her fake death with Danvers and Grant, she decided to have it set at Pier 3, desiring to destroy the fond memories that Theo had there, just so she could break him emotionally.

Throughout the Rikers' propaganda broadcasts in Brooklyn, Moretti as 'Rat Queen' claims that her people are trying to build something beautiful, further claiming that true beauty can be found when humans are truly free and having resources to make their dreams a reality, with the only things standing in the way are 'people like Keener, Theo, and The Bridge'.

However, when considering her mindset, the cruelty and depravity that Rikers do to civilians, and what mankind's dreams could be when humans are not held by moral or ethical restraints, it's clear what Sarah Moretti and her Rikers were trying to build was something of horrific proportions that was liable to kill a lot of innocents.

Abilities[]

In-game, the Rat Queen is a unique Rikers Sniper armed with an SRS-A1 marksman rifle, Tactical Vector SBR 9mm submachine gun and Black Tusk-supplied electronic shield that made her immune to incoming projectiles.
