The Cabal is a shadow organization made up of powerful and rich people. They're likely involved to the events of Tom Clancy's The Division and Tom Clancy's The Division 2.
Natalya Sokolova is a member of that organization while Calvin McManus is an associate.
History[]
While the full extent of The Cabal is yet unknown, there are some hints about them in the past.
When April Kelleher went to the Dark Zone to meet Warren Merchant, the latter revealed that there were elements in the United States government that supported Gordon Amherst in letting him unleash the Green Poison, using the outbreak as a means for power.
Another hint would be in a taunting recording message Natalya Sokolova left for Manny Ortega and Division agents during the end of Season 11: Reign of Fire. In that message, she declared that Washington, D.C., the United States, and the whole world belongs to "us". And that they'll take what's rightfully theirs.
In one comm from Year 5 Season 2: Puppeteers, when Birdie wanted a challenge to stave off her boredom, she assured to Natalya that it isn't any more illegal than what she and her fellow "cabal" boys are doing, hinting at Black Tusk's association with the organization.
After Division agents helped Aaron Keener in Federal Emergency Bunker, he went to the White House to meet Manny Ortega. He was placed under house arrest as per the conditions from Manny, which he accepted. After he was put in custody, Keener shared what he knew about The Cabal to Manny, including Natalya being a member and Cal's aspirations to become one despite lacking wealth and legacy as he's only an associate to the organization and nothing more.
Whatever the Cabal and what they're capable of, it can be gleaned that they used the outbreak to wipe the slate clean so they could fulfill their plans of world domination.
