In Broken Dawn, we follow four main characters. Each chapter has one of them as its POV.
April Kelleher[]
- Main article: April Kelleher
April is a familiar face as she has appeared in both Tom Clancy's The Division and Tom Clancy's The Division 2, as well as her own novel, New York Collapse. She is a civilian who has survived the Dollar Flu.
Violet[]

Violet is a child who is living in the Castle Settlement in Washington, D.C. She is part of the same group as Aurelio's children.
Aurelio Diaz[]
- Main article: Aurelio Diaz
Aurelio is a Division Agent who was activated in D.C., but found his way to New York before the start of the novel. He had a wife and two kids, but his wife died, and he had to leave his kids behind in D.C. with the JTF.
Ike Ronson[]

Ike is another Division Agent has gone Rogue who is in contact with BTSU Operative Mantis and occasionally works for her but feels conflicted about actions he has to take because of this.
