Several weeks after stopping Rowan O’Shea, Brenda Wells issues a call for Division reinforcements to the Kansas Core. Two agents arrive--Colin Harrison and Cha Yeong-Ja--to join existing members Maira Kanhai and Leo Fourte. Brenda briefs them on The Division’s new mission: investigate attacks on Freighty convoys along the Texas Gulf Coast by the Reborn, an armed group of environmental extremists targeting fossil fuel production. Brenda stays behind due to her crippled leg, but provides the group with a Mobile SHD Server to keep their SHD Tech operational.
Dixie Dog drives them south, and they fend off a hostile Roamer convoy on the way. In Houston, the cell finds the local refineries defended by the Molossi, a paramilitary group from Dallas led by Colonel Marcus Georgio. During a meeting with refinery manager Douglas Rychart, Georgio expresses his distrust for The Division after the death of his son David, who was a first-wave Division agent and member of Colin’s former cell.
Overnight, they receive a broadcast from the Reborn’s leader, Cassandra Raines, announcing a forthcoming attack on the town of Groves. Georgio offers to defend Groves, on the condition that Rychart expel the Division agents. Maira insists her cell be given a chance to face the Reborn first, over her teammates’ reservations; Rychart agrees.
Maira’s team sets up a perimeter at Groves to intercept the Reborn, but hesitates when Leo recognizes their commander, the Hand, as his younger brother Raffiel. As fighting breaks out, the agents are overwhelmed by the Reborn's sheer numbers and forced to retreat in a fanboat, while Leo is left behind and captured. Back in Houston, they discover the Molossi have fended off another Reborn assault and declared martial law. Georgio expresses his intent to counterattack and conquer further territory, and demands the agents leave Texas. When they refuse, the Molossi imprison them.
Dixie Dog frees the agents and helps them escape Houston in the fanboat. They infiltrate a Reborn camp and learn that Raffiel was demoted for suggesting a truce with Rychart, and is en route to a prison camp for re-education. The agents ambush the prison carriage outside Lafayette, rescuing Leo and Raffiel, who reveals the Reborn have been receiving weapon shipments from Division agents on Marsh Island, beyond the Vermillion Bay.
Arriving at the island, they witness Raines meet with several Division agents, who betray and kill her. Yeong-Ja shoots one of them as they escape in a helicopter, whom ISAC identifies as a member of Aaron Keener’s rogues; examining his gear, Maira discovers it is not linked to ISAC, but a different network, ANNA. In an ECHO playback, Colin is shocked to recognize the helicopter pilot's voice as David Georgio's.
Maira discovers Keener's rogues had blackmailed Marcus Georgio with his son’s life, ordering the Molossi to take control of refineries along the Gulf Coast and using the Reborn as a threat to coerce locals into accepting his protection. She tracks the rogues’ signal to a retired battleship, the USS Texas, in Galveston; as the team debates pursuing them without supplies or backup, a Drone sent by Brenda arrives with coordinates to a Division supply cache. Leo convinces the group to release Raffiel.
The agents obtain fresh weapons and SHD Tech from the cache. Hoping to secure aid from the Molossi, Colin calls and informs Marcus that David is in league with the rogues, not their hostage; the colonel reveals he is well aware, but continues to serve the rogues to atone for abandoning David during his youth. He then shuts down the agents’ Mobile SHD Server, rendering their new equipment useless. In desperation, Maira modifies their gear to connect to ANNA instead.
At the Texas, Maira discovers canisters of the Eclipse Virus inside the ship, realizing Keener plans to use the Freighties’ trade network to ship the virus across the country. The agents are attacked by rogues, and Colin manages to sedate David using a Mender Drone. Below decks, Maira is mortally wounded and ruptures the hull, sinking the ship and its cargo of Eclipse; ISAC declares her deceased.
Colin and the surviving agents hand David over to Colonel Georgio. He reveals the Molossi have begun negotiating a ceasefire with Raffiel, the Reborn’s new leader, and departs. They lament the loss of Maira, though they keep going forward, knowing the future is in their hands.
Unbeknownst to them, an injured Maira awakens in a hospital in New Mexico, run by the Department of Homeland Security. The staff tell her she is the only survivor of her cell, and that she has important work that needs to be done.
