Tony Garzia was a First Wave Division Agent. He was a member of Noble Squad. He, just like his squad, were killed by Rikers. As with his squadmates, he is first seen in an ECHO helping a man from getting mugged by Rioters. In a second ECHO, it is shown that Noble Squad was ambushed by Rikers and Tony is wounded as he and the others (excluding Doug Sutton) attempt to retreat, but are ultimately killed in action. His corpse can be found in the repair shop which leads to the third ECHO. His body is seen lying next to his squad mate, Cecilia Ann, whilst holding hands.
