Once a vibrant hub of embassies, historic sites, and bustling streets, it now lies in ruin, its avenues choked with overgrown vegetation and abandoned vehicles. The federal government evacuation efforts left this area a ghost town, with landmarks like the Mexican Embassy reduced to crumbling relics, their grounds littered with the wreckage of crashed convoys. The Joint Task Force and Civilian Militias struggle to maintain a foothold here, their efforts hampered by the chaotic aftermath of the pandemic and the rise of hostile factions.
Among these, the Outcasts have carved out a significant presence in West End, their fanatical zeal fueled by the horrors of the Roosevelt Island quarantine. Led by the vengeful Emeline Shaw, an asymptomatic carrier of the Green Poison, the Outcasts are bitter survivors who blame society for their suffering under a poorly managed quarantine that killed many of their kin. In West End, they’ve transformed abandoned sites like the Potomac Relief Camp into staging grounds for their campaign of retribution. Their sadistic tactics - suicide bombers and makeshift flamethrowers - strike fear into civilians and Division agents alike. Graffiti scrawled across the district'ss walls, proclaiming “Vengeance is ours,” marks their intent to infect and eradicate the district's remaining population.
The Outcasts' operations in West End are particularly insidious. They've been spotted disrupting supply routes and seizing control points, such as the Riverside Gas Station, to choke off resources to civilian settlements. Their propaganda broadcasts echo through the streets, urging followers to punish the “guilty” with disease and death. Division intelligence reports indicate they've scavenged military-grade tech, including chemical agents, from sites like the Mexican Embassy, aiming to weaponize the Green Poison further.
Role of Strategic Homeland Division[]
The Division's mission in West End is critical: neutralize the Outcast threat, secure SHD Tech Caches to bolster agent capabilities, and restore order to a district teetering on the edge of anarchy. Key locations, like the Federal Emergency Bunker and the Historic District, have become battlegrounds where agents face waves of Outcast zealots. The district's liberation hinges on dismantling their operations, recovering stolen tech, and protecting the remaining civilians huddled in safe houses like The Attic.
